Overview of role:
The post holder is appointed to act as a competent person to provide expert advice, assistance and support to all levels of the network as required under relevant statutory provisions. The post holder will be required to exercise their unique professional judgement to influence decision making at all levels and ensure the network can meet compliance or mitigate residual risks. The post holder will work closely with the Director of Governance & Compliance and key stakeholders at all levels of the organisation, to review performance and identify risk reduction priorities, contributing to the formulation of the UPMC Network annual health and safety plan. To provide Health and Safety focus to the UPMC Network, and to work with the operations teams to improve the company's current health and safety systems, and to work closely with the site teams to bring improvement and change. To be responsible for all strategic guidance to the Executive Committee on all Health, Safety and Environmental matters. You will be accountable for all measurement, management and implementation of our Health, Safety and Environmental Policies. This is a UPMC Network role with a flexible working base. The role will cover all UPMC locations.
Primary Duties and Responsibilities:
- To promote company values in all dealings with other employees, clients, sub-contractors, and other external contacts.
- To support and promote the development of a strong Health and Safety focused culture across the Network and promote good safety behaviours.
- To have extensive knowledge in Health and Safety legislation and best practice to assist with compliance and continuous improvement.
- Responsible for planning, reviewing and developing health and safety policies for existing, new and emerging risks, ensuring compliance with relevant existing and new legislation
- Work in partnership with key stakeholders to develop, take forward, evaluate and review direction, policies, guidance and strategies
- To support the development of measurement systems to ensure that Health and Safety performance are accurately monitored.
- To liaise with employees, subcontractors and suppliers on Health and Safety matters as required.
- To identify possible operational risks or opportunities, and work with operational teams to ensure an appropriate and effective response.
- To support the development of briefing and communication strategies to ensure that the Health and Safety plan and important information is understood and operated by all employees and subcontractors.
- Lead the full end to end process from development of health and safety initiatives to implementation and management.
- Conducting regular audits, assessments and inspections and ensure sites are adhering to regulatory compliance
- Coaching and supporting project teams to generate new solutions to common, everyday issues.
- Working closely with the Director of Governance & Compliance to ensure the organisation's H&S strategy is implemented successfully
- Bringing new and creative thinking to the business whilst still maintaining exceptional H&S standards.
- Communicating positive H&S performance effectively to both internal and external stakeholders
- Engaging across the sites, implementing health and safety policies and procedures, and ensuring compliance with health and safety legislation.
- Conducting training, toolbox talks, inductions and investigating incidents where required.
- To support the HR and General Managers with any occupational health issues.
- Reviewing the production of risk assessments and method statements and answering any health and safety related queries.
- Undertaking audits and inspections of the site, identifying areas for improvement, and reporting on the findings.
- Develop a hub and spoke model of health & safety teams across and establish the lead person on each site with the necessary education, qualifications and experience.
- Attend and provide reports to network and local Health & Safety committees.
- To comply with all GDPR regulations.
- Any other duties as required by the Director of Governance & Compliance.
KEY RESULT AREAS
* Identify, design, develop and test new and innovative concepts / models / practices / products and equipment to ensure compliance with legislation and good practice models.
* Advise on changes in prevailing legislation and good practice models. Provide information on how this affects practice and control all elements of the building and refurbishments from inception to completion
* Discuss and provide advice on sensitive and contentious information, with staff of all grades and disciplines maintaining confidentiality and integrity at all times. This includes providing expert advice on the best use of space work activities affected new builds and refurbishments as well as suitability for intended purpose.
* Provide key stakeholders with timely information and cost-effective compliance solutions where changes in legislation and good practice standards are likely to impact on the delivery of services or organisational aims and objectives.
* To advise Senior Management Teams on the implications of current and emerging health and safety legislation and civil proceedings, evaluating options and making recommendations to provide assurance and/or inform decision making and action planning.
* To take the lead for health and safety related topics in support of the network's agenda to achieve maintain and monitor compliance with the Health and Safety Authority's legislative requirements, and HIQA, JCI & CHKS Standards.
* Provide honest, transparent, independent reports of adverse incident investigation findings including recommendations and learning points to reduce the risk of recurrence.
* Audit and review the Health and Safety performance of the organisation in preparation of the annual report and formulate an action plan with the Director of Governance and Compliance.
* Actively promote the quality of Health and Safety systems and processes through a proactive reinforcement.
Accident/Investigation
* Scrutinise Incident Reporting forms for staff, patients and visitors; and make a decision on to what action is appropriate in each case through the UPMC Q-Pulse system.
* Maintain a strict confidentiality with respect to incident reporting and investigation.
* Support managers in the investigation of incidents throughout the network especially where expert Health and Safety advice is required.
* Prepare and review the general Health and Safety statement and other health and safety sub policies. Ensuring the policies adhere and comply with relevant and up to date legislation to be the basis for the trusts processes and procedures and legal compliance.
* Rewrite policies when required by legislation, change in process or following accident/incidents.
* Accountable for all the above changes and the timely communication through various channels to embed the new practice and process and to remain legally compliant.
Service Delivery & Development
* Evaluate health and safety performance throughout the network to identify areas of risk. Develop and implement a plan to promote and improve best practice.
* Carry out trend and gap analysis and provide advice and recommendations to relevant committees and senior managers regarding health and safety risks by conducting audits and inspections.
* To take responsibility for improving the management of Health and Safety of the UPMC network by developing, training and improving procedure and compliance and to provide guidance for and the delivery of training in health and safety-related topics.
* Prepare and deliver Health and Safety Awareness and legal responsibilities Sessions and Courses for all Managers and service leads.
* Design, plan, implement and evaluate health and safety learning and development programmes both face to face and e-learning and Participate in Health and Safety induction programmes for new starters taking into account changes in legislation and new advances in equipment.
Governance
* Undertake regular Internal Health and Safety Audits and inspections of wards and departments within the network, through the application of the environmental audit which focuses on specific Health and Safety topics, and document relevant corrective actions.
* Take an analytical approach on information gathered from audits and inspections and act on findings.
* Conduct audit analysis and produce complex audit reports on the trust environmental audits and recommend remedial actions on any deficiencies highlighted.
Patient/Customer Service
Assist with the development of systems and procedures for reducing staff absence through provision of proactive risk reduction measures, early intervention and rapid referral facilities for staff.
Participate in the development of the organisation's wellbeing and emotional resilience programmes
Work with key stakeholders in the identification and development of health surveillance and systems and arrangements for staff wellbeing.
Qualifications & Experience:
- Proven experience working in a health and safety capacity in a complex environment, minimum 5 years with 2-3 years in a Senior Leadership position.
- Health and Safety experience within healthcare.
- Professional certifications (NEBOSH, IOSH (CMIOSH), or equivalent) IOSH qualification
- Diploma and other relevant H&S qualifications.Bachelor's degree in occupational health and safety, Environmental Science, or a related field.
- Masters/Postgraduate desired
- Strong knowledge of Irish health and safety regulations
- Excellent communications skills and ability to work well with a wide range of people
- Drive and enthusiasm with the ability to promote a positive Health and Safety culture
- Commitment to continuous professional development
- IT literate

Position Overview
The Health & Safety Manager owns the company's safety management system across three manufacturing facilities and construction sites. You will lead ISO 45001–aligned processes, risk assessments and training; ensure robust RAMS and permits; and coach managers and crews to deliver zero-harm performance. Working with Operations, Project Management, Quality and HR, you will drive proactive safety culture, legal compliance and continual improvement.
Key Responsibilities
- H&S management system:
Maintain the ISO 45001 system; keep policies, procedures and audits up to date across workshop and site operations. - RAMS & planning:
Lead risk assessments and approve project-specific RAMS, lift plans and temporary works interfaces. - Compliance:
Ensure compliance with Irish Safety, Health and Welfare at Work regulations and (for UK projects) CDM; maintain the legal register. - Performance plan:
Set annual H&S targets and KPIs (leading/lagging), reporting monthly to leadership with actions. - Inspections & audits:
Carry out workshop/site inspections and internal audits; manage NCR/CAR close-out. - Training & briefings:
Own the training matrix (Safe Pass, Manual Handling, Abrasive Wheels, MEWP, WAH, Slinger/Signaller, First Aid); deliver inductions and toolbox talks. - Incidents & learning:
Investigate incidents/near-misses (root cause), issue reports and lessons learned; manage statutory reporting. - Subcontractors:
Pre-qualify, onboard and monitor subcontractors; verify RAMS, competencies and insurances. - Permits to work:
Manage hot works, confined spaces, live services, lifting and other permits; verify controls. - Design for safety:
Participate in design/constructability reviews (craneage, access, sequencing) to eliminate risks at source. - Interfaces:
Support quality and environmental processes where they interact with safety (coatings, welding/fumes, waste, noise/vibration). - Culture:
Lead visible safety engagement on sites; recognise good practice and enforce standards consistently.
Skills and Experience (Required)
- NEBOSH Diploma (or NISO/NEBOSH equivalent) and IOSH membership (GradIOSH/CMIOSH).
- 5+ years' Health & Safety leadership in construction or manufacturing; structural steel/industrial projects strongly preferred.
- Strong knowledge of ISO 45001, Irish SHWW Regulations and practical site controls (WAH, lifting, hot works, traffic).
- Proven experience writing/approving RAMS, chairing safety briefings and coaching supervisors/crews.
- Confident in incident investigation and corrective action management.
- Excellent communication and influencing skills; able to build a proactive safety culture.
- Competent IT user (MS Office); comfortable with digital H&S reporting tools/dashboards.
- Right to work in Ireland; full, clean driving licence; regular travel to sites across IE/UK.
