We are currently seeking an experienced Community Liaison Officer to join our Stakeholder Engagement Team to support the delivery of complex infrastructure projects from inception through to construction. As Community Liaison Officer, you will serve as the primary point of contact between the project team and the people impacted by the proposed development. Your mission will be to foster positive relationships within the community to: build trust, ensure transparent communication, and support inclusive engagement throughout the project lifecycle.

You will be responsible for engaging with a range of project stakeholders including, landowners, members of the public, community groups, businesses, and elected representatives.

You will also support the delivery of all project communications including, preparing key project messaging, as well as written content such as letters, brochures, leaflets, and display material.

This exciting role will provide you with the opportunity to work within multi-disciplinary teams on major infrastructure projects across a broad range of sectors including; Energy, Rail, Active Travel, Highways, and Water. We are looking for confident individuals with excellent communication skills who can articulate complex information to a wide range of stakeholders in a manner which is clear and easy to understand. Knowledge of the various statutory planning processes in Ireland e.g. Compulsory Purchase Orders, Railway Orders, Part 8, and Wayleaving processes will also be advantageous.

Key Responsibilities

  • Engagement with a range of project stakeholders including landowners, members of the public, community groups, businesses, and elected representatives.
  • Serve as the primary point of contact for community queries, issues, and feedback.
  • Maintain accurate records of engagement activities and feedback received.
  • Engagement with landowners to discuss the impact of project proposals on their land as well as agreeing proposed mitigation measures.
  • Support conflict resolution and promote constructive dialogue between stakeholders.
  • Support the development and delivery of project communications, including letters, brochures, leaflets, display material, web content, newsletters, and press releases.
  • Collaborate with technical teams to ensure community needs are considered and accurate information is conveyed.

Desirable Skills / Attributes

  • Degree educated in a land or planning related discipline e.g. Geography, Planning, or Estate / Property Management.
  • Excellent communication skills, particularly in face-to-face meetings, as well as written content such as letters, emails, and communication material.
  • Experience working on infrastructure projects will be advantageous.
  • Flexibility in approach to managing workload, with the ability to multi-task and prioritise when necessary.
  • Strong attention to detail particularly in preparing and reviewing complex legal documents and plans.
  • A confident individual with a positive outlook and an approachable friendly manner.
  • The ability to work effectively within a large team, or to work alone as required.

The project:

Transport Infrastructure Ireland has appointed a multidisciplinary client partner team for the project, first metro railway. Mace will work as part of the client team. As Programme Community Liaison you will work closely with the Breeding Waders EIP management and the NARGC Chairman, and other employees to understand the scope of the programme, programme deliverables and outputs, and your role in this team.

You will be responsible for recruiting volunteer citizen scientists in the designated areas and by working closely with them, ensure that they are trained and equipped to fully implement the objectives of this project. You will continue to liaise with volunteers and local groups throughout the project and will monitor progress, with other staff members, to ensure the projects objectives and outputs are delivered in all areas of the designated project site.

You will assist in ensuring that the volunteers collect data and report in an agreed format, so that the project is consistent throughout the designated area, thereby contributing to project teams overall reporting.

Continuous ongoing liaison and coordination of the volunteers will be your responsibility.

The candidate must have their own transport, a full driving licence and their vehicle must be insured for business use in addition to their domestic use.

Minimum Qualifications and Experience:

  • Experience and understanding of the Natural Environment, and the effects of predation on native species, especially ground-nesting birds.

  • Fully understand and appreciate the need for predator control, and eradication in relation to invasive species, and be proactive and determined in pursuing that goal.

  • Have worked on or have first-hand experience of Predator control.

  • A track record in working in environments where organisational and multitasking qualities are required, on your own or as a team.

The Suicide Bereavement Liaison Service is a collaborative venture between Pieta House and the HSE. The primary objective of the service is to provide a high quality and proactive support to families and community in the aftermath of a loss by suspected suicide, within a defined framework and protocol to the geographic area.

The Suicide Bereavement Liaison Officer will provide support and guidance to individuals and families in the immediate aftermath of death by suicide. The role will require travel around the above mentioned regions to meet and assist clients in their home/community. The ideal candidate will have strong communication and networking skills in order to establish and maintain working relationships with agencies and organisations locally.

Reporting directly to the National Co-ordinator on day to day matters you will also be part of a national network of Suicide Bereavement Liaison Officers.

Responsibilities:

  • Coordinate and develop the service to provide immediate contact and support to those bereaved and affected by a suspected suicide across the assigned geographic area
  • Provide timely and relevant support, information and advice. Exercise good judgment in assessing each case and establishing the most appropriate steps for on-going support, signposting or onward referral
  • Develop strong relationships and partnerships with key agencies and first responders in the region, to establish and facilitate helpful responses to individuals, families, or groups who have been bereaved by suicide
  • Prepare detailed monitoring and progress reports on a quarterly basis to include data pertaining to the delivery of service to those bereaved (liaison links, referrals made, follow up etc)
  • Continue to develop and maintain interagency protocol that will provide a co-ordinated response to families following a suicide death in line with best practice and/or local HSE CfL response protocols
  • Support community responses in consultation with the HSE Resource Officer for Suicide Prevention and HSE Mental Health Operations
  • Work with the HSE on the early identification of potential suicide clusters and liaise with agencies in line with local policy
  • Create and maintain confidential records of contact with individuals, under data protection, and in line with HSE policy and procedure
  • Attend regular supervision with the Project Supervisor
  • Keep up to date with professional developments in the field of suicide bereavement and the provision of mental health services and implement changes accordingly
  • Ability to fulfil obligations as per the Children First Act 2015
  • Work in accordance with Pieta's Policies, Procedures and Guidelines to ensure consistent delivery of services and compliance with legislation e.g in the following areas: Health and Safety, GDPR and Child Protection

Skills & Experience:

  • An understanding of the bereavement process and how being bereaved by suicide can affect individuals
  • A degree (or equivalent) in a relevant clinical area such as counselling or psychotherapy. A specific bereavement qualification is also desirable.
  • A minimum of 3 years' relevant post- qualification experience of working with people in a therapeutic and multi-disciplinary setting
  • Own transport and full driving licence
  • Working knowledge of the mental health field and the key agencies involved
  • Demonstrated experience of working in challenging environments and to be flexible and adaptive in responding to changing demands, needs and priorities
  • A clear understanding of professional boundaries and the need to adhere and uphold them
  • Experience and or understanding of issues around lone working
