Community Development Worker

The purpose of the role is to develop & deliver community-based initiatives within Cranmore and the surrounding areas. Working with residents to develop their neighbourhoods, improve facilities, build community resilience using Community Development approaches of capacity building, empowerment and enabling community ownership.

A key focus of the role will be to support and facilitate activities that tackle social inequalities and enable individuals and communities to gain more control over their community-led services.

The Organisation

Cranmore Community Co-operative Society Ltd was established in 2007, it was set up to be the voice of the

Community in the Regeneration process. It has developed to be the lead Community Development organisation in the Regeneration area, working to fulfil the Community Development, Youth and Interagency

Strategies in the Regeneration Social Plan.

Duration

30th September 2026, period of probation will apply.

Salary

Starts at €37,737.44 per annum

Working hours

This is a full time, salaried position of 35 hours per week. Flexibility will be required, and the successful applicant will be expected to do some evening work, and an occasional weekend. Additional time can be taken back as time off in lieu hours.

Main Tasks

Development & delivery of community-based initiatives

  • Design, source funding, deliver, monitor and evaluate a range of community-based initiatives, services, activities, projects and events which meet identified community needs, and are led by the community.
  • Identify and prioritise projects which meet local needs in collaboration with the community.
  • Develop sustainable services and activities using asset-based approaches to pro- actively promote community development.
  • Ensure all services are accessible and inclusive to a range of individuals and groups, especially those who are often hard to reach and most vulnerable.
  • Develop funding proposals and bids with the coordinator to support activities, services or events using partnerships, networks and community groups as necessary to assist.
  • In conjunction with the team maintain a strategy for promoting and communicating the work to partner organisations, a range of funders and the wider community.
  • Organise and contribute to a calendar of events, in partnership with statutory, voluntary and community sector organisations and groups.

Partnership & volunteer coordination:

  • Support effective joint working with local residents, statutory, voluntary and community sector services, organisations and groups in the development and delivery of place- based action which promotes community development.
  • Actively participate in local networking groups /events.
  • Enhance existing links and services with local community-based organisations through advertising and promotion of services provided.
  • Identify potential partners across sectors and encourage regular discussions to disseminate information, advertise services, apply for funding, exchange referrals or share good practice.
  • Build community capacity through developing volunteer engagement, training and input to the sustainability of activities.
  • Identify fund-raising opportunities and write bids to obtain the available funds.
  • Ensure all venues and events are fully risk assessed.
  • Support local community groups as appropriate.

Monitoring & Reporting

  • Monitor and evaluate work undertaken in line with various funding targets and provide written and statistical reports and evidence as required to management, funders, and other partners.
  • Create reports as required by funders/ partners or as directed by Coordinator.
  • Contribute to strategic reports and development of strategy within the organisation and specific delivery areas developed to meet the needs of the local community.

Any other duties deemed necessary to provide a quality service including:

  • Meet regularly with the Coordinator for supervision and to ensure services, projects, events and activities are being delivered in line with organisation requirements, funding specifications and targets.
  • Attend training, team meetings and events as required.
  • Ensure that all requirements outlined in the Cranmore Community Cooperative Society Ltd staff handbook and the organisation's policies are adhered to.

Manage the recruitment and retention of fundraising and events volunteers.

Work closely with the development manager as well as interdepartmentally and contribute to the achievement of the overall fundraising & development strategy.

Person Specification

A minimum of 2 years' experience in a fundraising, community or public-facing role.

Main Purpose of Role:

The Project Officer will play a key role within the Goal 1 Empowering Disadvantaged Communities team and will be required to implement the actions planned under Goal 1 of the Social Inclusion and Community Activation Programme (SICAP). They will be required to meet with community groups and their representatives on a one to one and a committee basis to provide advice, guidance, development supports, mentoring and facilitated workshops/training.

The role will also include supporting projects and fostering awareness of environmental and climate action matters within communities.

SALARY:

Project Officer Scale - €36,000

Conditions of Work:

· The Project Officer will be required to work 35 hours a week.

· Based in the Gaeltacht office.

· A probationary period of at least six months will apply

Key Responsibilities

· Engage with marginalised communities and a wide range of service providers using an integrated and community development approach to address issues relating to social exclusion and inequality.

· Assist in the identification, development and promotion of projects and initiatives and to develop actions that target the needs of area based and issue based groups in addressing social exclusion, inequality and poverty. This will include the identification and assessment of the needs of groups and their representatives with a view to progression along the structured path of community development matrix.

· Assist in the identification, development and promotion of projects and initiatives and to develop actions in addressing climate action. This will include the identification and assessment of the needs of communities with a view to promoting local positive change.

· Liaise directly with a wide range of stakeholders and organisations in the statutory, community and voluntary sector to develop actions and initiatives that target the needs of area based and issue based groups.

· Provide/organise facilitated development/training workshops in response to the needs of Local Community Groups in disadvantaged communities & to design as appropriate, material for use in customised development or training initiatives.

· Provide a combination of services to Community groups to include group development, sharing best-practice, research assistance and information supports, support in the management and coordination of activities, supporting groups through different stages of development, mentoring and making groups aware of their equality and other social inclusion responsibilities.

· Provide guidance, learning and support with applications on funding available through SICAP and other programmes and agencies

· Proactively promote the SICAP strategy throughout the catchment area, through a variety of media including information sessions, local media, outreach, site visits etc.

· Manage a caseload efficiently and effectively in line with good governance and established company and funders procedures and guidelines.

Report Writing, Monitoring and Evaluation

  • Provide oral and written reports to your line manager, and relevant Steering Groups and the Board on progress and issues of relevance.

  • Ensure files are set-up to monitor community based activities & ensure all necessary documentation is on file for all actions;

  • Keep up to date with national policies and their potential impact on the SICAP and associated projects.

Overall Purpose of the Job:

To work with the Project Co-ordinator to implement the Centre's work plan so that local families are supported and encouraged to function more effectively and so that the local community is a good place for children to grow-up in.

Key Areas of Work

Community Based Family Support

· Promote local target group involvement in the Centre

· Identify factors leading to disadvantage in the area and work with the Co-ordinator to raise awareness of these issues

· Deliver a range of family supports in the community in line with the Centre's Workplan, including community events

· Ensure that the work of the Centre is in keeping with the aims and objectives of the Family Resource Centre Programme

· Raise the profile of the Centre

· Provide support and information to individuals and groups that are disadvantaged

· Work with the relevant statutory and voluntary agencies and facilitate inter-agency co-operation to address the needs of the target group and families in the local community

· Work with the Co-ordinator to identify funding sources, make applications and liaise with funding agencies as required

· Facilitate networking at local and regional level as appropriate

· Work closely with the Co-ordinator to promote and support local voluntary and community activities that benefit the target groups of the Programme and address disadvantage and inequalities

· Participate in planning, review and evaluation of the work of the Centre

Specific areas of work

  • Develop and support community initiatives that address the needs of local families in South Roscommon, including Roscommon Town.
  • General

· Document the work on an on-going basis and prepare regular work / progress reports for the Co-ordinator

· Participate in relevant training

· Any other tasks that may be assigned by the Project from time-to-time

Other Relevant Information

Hours of Work

· The post will be full-time – 35 hours per week.

· The hours of work will be 9.00 to 13.00 hrs and 14.00 to 17.00 hrs, Monday to Friday unless otherwise agreed by the Voluntary Board of Directors. The Family Support / Community Development Worker will be expected to be flexible about evening and weekend work for which overtime will not be paid but time-off-in-lieu will be granted.

· A ten-month probation period will apply.

· This post will be filled subject to funding.

Accountability

The Family Support / Community Development Worker will be responsible to the Project Co-ordinator and to the Voluntary Board of Directors.

Confidentiality

The Family Support / Community Development Worker will observe confidentiality at all times in relation to Centre business.

Salary

The salary will be commensurate with qualifications and experience and will not be less than €32,672 per annum.

Holidays

You are entitled to 25 days annual leave.

Garda Vetting

The position is subject to the completion of a satisfactory Garda Vetting process.
