Everything you need to know about South Dublin County Council Therole The employment is temporary, wholetime and pensionable. A specific purpose contract will apply for the duration of time that the Department of Social Protection promote and support the Community Employment Schemes within the control of South Dublin County Council (SDCC). A panel will be formed to fill temporary positions. Salary Wage: €692.13(min)to€35.94(max)perweek A person who is not an existing CE Supervisor will commence on point 1 of the scale for the position. Location CE Supervisors will be required to work at various locations in the South Dublin area in the course of their employment. Hours of Work The CE Supervisor post is full-time, 39 hours per week (every week) irrespective of the specific work arrangements for the participants. The hours will coincide with the hours worked by participants except where work is scheduled to cover more than 39 hours per week. In this instance the Supervisor should be available at peak and essential times to suit the nature of the work being done. The 39 hours excludes time off for lunch periods. The Council reserves the right to alter the CE Supervisors hours of work from time to time. AnnualLeave 20 days per annum inclusive of Good Friday and Easter (should Christmas Eve fall on a working day) and pro rata for lesser periods. Duties The Supervisor, under the general supervision of the Area Community Officer and in conjunction with the Management Committee of the Centre(s), will be involved in the day to day running of the Centre(s) and will be required to oversee the administrative, technical and participant development aspects of the project. In particular, the duties of the Community Employment Supervisor will include, but are not limited to, the following: Work to advertise Community Employment participants opportunities and take all appropriatestepstorecruitCommunityEmploymentparticipantsinlinewithSDCCand DEASP recruitment procedures. AllocatedutiestotheindividualCommunityEmployment(CE)participants. PreparationandimplementationofrostersfortheCommunityEmploymentparticipantsto provide the optimum coverage for the operation of Centre(s). SuperviseCommunityEmploymentparticipantsandworkundertakenbyparticipantsonthe project Act as a first point of support to Community Employment participants ImplementationoflocalmanagementdecisionsinsofarastheyconcerntheCommunity Employment participants. Liaison with Centre Management Committee(s) and Community Employment participants. AssistingCentreManagementCommitteewiththedevelopmentofactivityprogrammesfor their Centre(s). Maintainrelevantattendancerecordsandmakenecessaryreturnswithregardtopayment of Community Employment participants. Carrying out the instructions of appropriate South Dublin County Council officials. Manage project finance and administration on behalf of South Dublin County Council. Report to South Dublin County Council on all aspects of the scheme as requested. LiaisewithindividualCentres,CommunityEmploymentSchemeProjectsandSouthDublin County Councils Area Community Team. Adherence to agreed ratios as referenced to Labour Relations Commission (LRC) 16000, 2nd November, 1998. This refers to the pay thresholds of participants to supervisors. DevelopandimplementtheIndividualLearningPlanwithregardtothetraining requirements for each Community Employment participant. Makesurethat aprofileofeachindividualparticipantsneedsisdrawnupthroughone-to- one consultations, and that this profile is reflected in the Individual Learner Plan. Prepare quarterly reports on the operation of the scheme particularly with reference to the implementation of the Individual Learning Plan. Ensuringtheorganisation,planningandcontractingoftrainingasperCommunity Employment participant agreed training needs. Organise and monitor training provided. Provide training inputs as advised by DEASP. Develop participants employability skills and support progression. OrganiseandincreasethetakeupofexternalworkexperienceoptionforCommunity Employment participants up to 4 weeks during 12 month period Planandmanageprojectworksothatitbecomesastructuredworkexperience programme. Provide guidance and mentoring to Community Employment participants. Liaise, as appropriate, with statutory, voluntary organisations and employers Maintainongoingdevelopment/progressionrecordsofCommunityEmployment participants Identify participants who are not ready for progression and refer to supplementary supports DrawupandimplementexitplanforprogressingofeachCommunityEmployment participant Keep record of Progression achieved for participants exiting scheme. Providefollow-uponpastCommunityEmploymentparticipantsforapre-determined period. LiaiseandfollowupwithlocalemployersandlocalDEASP/LocalEmploymentServices (LES). Adhere to and implement the DEASP quality assurance system Provideproject/participantreportsanddataasrequiredbyDEASP. Attend all Community Employment Supervisor training/briefings organised by the DEASP as part of their supervisory duties. Keep the Participant Development Officer informed of the progress of the planning and deliveryofparticipantdevelopmentandshouldconsultwiththeDevelopmentOfficerfor support. Development and implementation of the Participant Development Plan. Developing participants employability skills and supporting progression. ImprovedreferralmechanismsforallparticipantswholeaveCEtoDEASPemployment services. Maintainhard/electronicrelevantrecordsinaccordancewithSDCCrequirementsandthe DEASP quality system and in compliance with the General Data Protection Regulation (GDPR)regulations. Any other duties as may be assigned from time to time. Salary /Wages Entry point to a salary / wages scale will be determined in accordance with Circulars issued by the Department of Housing, Local Government and Heritage. InaccordancewithDepartmentalCircularletterEL02/2011,apersonwhoisnotaserving local authority employee on or after 1st January 2011, will enter the scale for the position at the minimum point. Rate of remuneration may be adjusted from time to time in line with Government Policy. The salary / wage shall be fully inclusive and shall be as determined from time to time. The holder of the post shall pay to the Local Authority any fees or other monies (other than their inclusive salary) payable to or received by them by virtue of the post or in respect of any services, which they are required by or under any enactment to perform. Duties The duties of the office are to give to the local authority and (a)to such other local authorities or bodies for which the Chief Executive, for the purposes of the Local Government Act, 2001, is Chief Executive and (b)to any other local authority or body with which an agreement has been made by the local authority or by any of the authorities or bodies mentioned in sub- paragraph (a) of this paragraph Under the general direction and control of the Chief Executive or of such other officer as the Chief Executive may from time to time determine, such appropriate management, technical, executive, supervisory, advisory and ancillary services as may be required by any local authority or body hereinbefore mentioned in the exercise and performance of any of its powers, functions and duties, including the duty of servicing all committees that may be established by any such local authority or body. The holder of the office will, if required, act for an officer of a higher level. Probation Where a person is appointed to South Dublin County Council, the following provisions will apply - (a) there will be a period after appointment takes effect, during which such a person will hold the position on probation. (b) such period will be one year, but the Chief Executive may, at his discretion, extend such period. (c) such a person will cease to hold the position at the end of the period of probation unless during this period the Chief Executive has certified that the service is satisfactory. theperiodat(a)abovemaybeterminatedongivingoneweeksnoticeasperthe MinimumNoticeandTermsofEmploymentActs. there will be assessment(s) during the probationary period. Officers who have already completed a probationary period with another Local Authority will not be obliged to serve probation with South Dublin County Council. Blended Working TheCounciliscommittedtosupportingaflexibleandbalancedworkingenvironment.Inline with this commitment, we operate a Blended Working Policy in accordance with the provisions of the Work Life Balance and Miscellaneous Provisions Act 2023 Under this policy, successful candidates may apply to work remotely up to two days per week, provided that the role is deemed suitable for blended working. Superannuation The provisions of the Local Government (Superannuation) (Consolidation) Scheme 1998 may apply. PersonswhobecomepensionableofficerswhoareliabletopaytheClassArateofPRSI contribution will be required, in respect of their superannuation contribution, to contribute to the local authority as follows: 1.5%oftheirpensionableremuneration plus 3.5%ofnetpensionableremuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependent or qualified children). Persons who become pensionable officers who are liable to pay the Class D rate of PRSI contribution will be required, in respect of their superannuation contribution, to contribute to the local authority at the rate of 5% of their pensionable remuneration. TheprovisionsoftheSpousesandChildrens/Widows&OrphansContributoryPension Scheme will continue to apply. New entrants will be admitted to the Single Public Service Pension Scheme with effect from the date of appointment. The scheme is contributory and provides pension, retirement gratuity, death gratuity and survivors benefits. Anyone who is not a new entrant to the public service, as defined in the Public Service Superannuation (Miscellaneous Provisions) Act 2004, is subject to a compulsory retirement age of 65 years or as determined in accordance with Department Circulars and in line with Government Policy. The maximum retirement age for new entrants as defined by the Public Service Pensions (Single Scheme and other Provisions) Act 2012 is 70 years. The Council may refer staff to a medical advisor at any time to determine fitness for carrying out the duties to which they have been assigned. IncentivisedSchemeforEarlyRetirement(ISER) It is a condition of the Incentivised Scheme for Early Retirement (ISER) as set out in Department of Finance Circular 12/09 that retirees, under that Scheme, are debarred from applying for another position in the same employment or the same sector. Therefore, such retirees may not apply for this position. Recruitment Selection will be by means of a competition based on an interview conducted by or on behalf of the Council. Interview may be face to face or conducted through Microsoft Teams and will be at the discretion of the Council. The life of the panel will be for a period of one year from the date of its formation. The Council will not be responsible for any expenses a candidate may incur in attending for interview. For the purpose of satisfying the requirement as to health, it will be necessary for successful candidates to undergo a medical examination by a qualified medical practitioner to be nominated by the Council. Appointment will also not proceed without the Council obtaining two satisfactory references from responsible persons know to but not related to the candidate. A responsible person should be a person under whom the candidate has serviced in employment, or in the case of relevant voluntary work a person who has held a supervisory position. At least one of references must be from a current employer. South Dublin County Council will require persons to whom appointments are offered to take up such appointments within a reasonable period as determined by the Council. If they fail to take up appointment within such period or such longer period as the Council in its absolute discretion may determine, the Council will not appoint them. Garda Vetting will be sought prior to appointment in accordance with the National Vetting Bureau Act 2012 - 2016. A candidate who is found to be ineligible at any stage of the competition will not be further considered. Provision of inaccurate, untrue, or misleading information will lead to disqualification from the competition, withdrawal of employment or dismissal. A candidate who does not attend for interview when and where required by the Council will have no further claim to consideration.
