- A deep interest in infrastructure and major capital projects.
- A third level degree in a related subject such as, Engineering, Quantity Surveying, Maths, Physics, or Economics.
- At least 5 years' previous experience, preferably in a Capital Project commercial or delivery environment, with a strong understanding of the processes and tasks of project lifecycle phases. This could be from within a client or consultant organisation.
- Experience of working in business change programmes either internally or as an external consultant or working in an advisory capacity.
- Experience or evidence of interest in one or more key sectors of Transport, Utilities, Digital infrastructure such as Data Centres or Telecoms, Oil & Gas, Aerospace, Defence, Commercial Property/Estates or Utilities.
- A reliable understanding of the issues that impact project performance.
- Strong commercial awareness complemented by overarching appreciation of project and programme delivery.
- A developing specialism in an area such as:
- Project management
- Major project procurement including commercial strategies, procurement and capital project supply chain management
- Cost, Schedule or Risk
- Strong awareness of change control measures on major programmes and projects.
- Achieved or working towards an industry professional qualification such as Chartered Engineer, Chartered Project Professional or RICS / SCSI
- Ideally, but not essential, an additional postgraduate certification in Project, Risk and/or Programme Management including Prince2, APM, PMP, RMP, MSP etc.
- Knowledge of risk management protocols including mitigation strategies and pricing risk reserves on capital programmes and projects.
- Relevant experience planning and scheduling projects – monitoring progress throughout delivery stages.
- Awareness of regulatory requirements applicable to industries such as transport, water, and energy.
- Ability to manage time across multiple engagements to meet client deliverables.
- Numerate with strong analytical skills.
- Strong written (clear concise, fact based) and oral communication skills.
- An appetite to apply yourself on a broad range of challenges and learn new skills in a challenging and supportive environment.
- Ability to develop strong working relationships and collaborate in multi-disciplinary teams.
- Experience in the use of tools/software packages such as:
- MS Office including PowerPoint, Excel, Word SharePoint and Project,
- Quantity Surveying packages such as Cubit, CostX, PriMus Takeoff, Bluebeam or others, and BIM.
- Oracle Primavera (P6), Power BI, and Digital Twins would be advantageous.

About the role:

About you:
Previous consulting experience, gained in a consulting, or in-house environment, leading transformations in at least one of the following areas:
Strategy design and alignment for Government Departments
- Service design
- Public Services financial management
- ERP transformations
- Operating model design & delivery (As Is - To Be Design)
- Organisational transformation (Finance / Corporate Services Function and/or full Org-wide)
- Project, programme and change management
- Data analytics, insight and reporting

ServiceNow is seeking a Director of Global Government Affairs and Public Policy – Europe, a newly created senior-level position responsible for leading our government affairs strategy and engagement across key European markets, with an emphasis on France, Switzerland, Netherlands, and Germany, and targeted engagement with EU institutions in Brussels. This individual will be our lead strategic voice with national and regional government stakeholders, regulators, and industry associations across Europe. This individual will be responsible for leading government affairs efforts in European markets and regulated industries (e.g., financial services, energy, healthcare) focusing on public sector and regulated market customers.
This role can be located in any of the following regions: Brussels, Berlin, Paris, Dublin.
What You Get to Do in This Role
- Lead ServiceNow's government affairs and public policy engagement with a focus on France, Germany, Switzerland, Netherlands, Brussels, and additional European countries as needed.
- Build, strengthen, and manage relationships with ministers, senior government officials, regulators, and EU policymakers.
- Serve as a senior advisor to ServiceNow executives and country GMs, particularly in navigating regulatory risk and opportunity across public sector and regulated industries.
- Engage proactively in local and regional policymaking processes and represent ServiceNow in industry associations, coalitions, and public forums.
- Be a people manager, having direct reports and overseeing a team of consultants/lobbyists in a number of countries in EMEA and actively support internal sales teams.

Qualifications
To be successful in this role you have:
- Minimum 10-15 years of senior-level experience in government affairs, public policy, or regulatory roles within the tech sector, consulting, trade associations, or government institutions within Europe.
- Proven experience working in or with French, Swiss, Dutch, Irish, German, and EU institutions, including demonstrated ability to influence complex multi-stakeholder environments.
- Track record of engaging with C-suite executives and cabinet-level officials on public policy matters.
- Advanced degree in law, political science, international affairs, economics, or a related field preferred.
- Deep expertise in EU and country policy frameworks, emerging technology regulation, and transatlantic regulatory developments.
- Fluent in English; fluency in French and/or German highly desirable.
- Excellent strategic judgment, communication, and negotiation skills.
- Strong analytical and writing skills, including extensive experience drafting government submissions, talking points, policy briefs, and public statements.

Overview
Minister of State Christopher O'Sullivan, is seeking a highly skilled Special Advisor with significant experience in public policy development and/or communications at a senior level. This is a key advisory role at the heart of government, requiring excellent stakeholder management skills, policy expertise and political awareness. The Special Advisor will support the Minister in shaping and delivering policy, engaging with a broad range of stakeholders across government and the financial services sector, and working with the Department's press office to manage traditional and digital communications on the Minister's behalf.
Key Responsibilities:
· Provide strategic advice to the Minister on Nature, Heritage and Biodiversity policy, regulatory developments and messaging in line with the Programme for Government.
· Build and maintain relationships with senior officials, industry representatives, interest groups, colleagues across government and opposition, and other key stakeholders.
· Support the Minister in his communications with the public, including speechwriting, press releases, media responses and digital communications.
· Assist in the development of legislation and policy proposals, in line with government objectives and industry needs.
· Work closely with officials and colleagues across Government, as well key domestic and international stakeholders.
· Prepare high-quality briefings, policy notes, and talking points for the Minister in line with government objectives and the Programme for Government.
· Assist in providing rapid responses to emerging issues.
Required Skills and Qualifications:
· Extensive experience in public policy, politics, media, or communications.
· Background in Nature, Heritage or Biodiversity.
· Proven stakeholder management skills, with experience engaging at a senior level across public and private sectors.
· Deep knowledge of the Programme for Government and government objectives in the area of financial services
· Strong political awareness and an understanding of government decision-making processes.
· Strong understanding of the media landscape and experience in media relations.
· Excellent written communication skills, with extensive experience in drafting speeches, briefing documents and press releases.
· Significant knowledge of financial services policy and Ireland's role as an financial centre on the international stage
· Experience in handling sensitive issues in a timely and professional manner.
· A strategic thinker, capable of understanding, and advising on, complex policy and political challenges.
Desirable Qualities:
· Prior experience working in politics, government, public policy or media.
· Strong understanding of Ireland's financial services sector, including banking, fintech, insurance, and asset management.
· Experience working with media and public relations in a political or financial context.
· Proven ability to work under pressure and deliver in a fast-paced and dynamic professional environment.
