Job Description
The HSE Coordinator supports the implementation of Health, Safety, , and Environmental (HSE) standards across infrastructure projects. This role assists senior HSE staff in ensuring compliance with statutory requirements and company policies, promoting a safe working environment for all personnel.

Principal Responsibilities

  • Assist in the development and maintenance of HSE documentation, including risk assessments, method statements, and site safety plans.
  • Support the delivery and maintenance of HSE inductions for staff and contractors.
  • Participate in site inspections and audits under the guidance of senior HSE personnel.
  • Help monitor compliance with HSE procedures and escalate issues as needed.
  • Maintain records of statutory inspections and HSE documentation.
  • Assist in incident reporting and support investigations to identify root causes and lessons learned.
  • Coordinate HSE performance reports for Portfolio, SAG, and Board-level submissions.
  • Ensure accurate and timely data entry on the common data environment (ACC) used for projects.
  • Assess PSDP and PSCS appointments for competence, validity, compliance, and ensure notification to the regulator.
  • Develop and implement a HSE management system including procedures and working tools.
  • General coordination of the daa Leadership Forum, incident and lessons learned reviews, and safety campaigns.
  • Communicate HSE alerts, bulletins, incidents, and lessons learned across relevant teams.
  • Maintain a tracker of statutory compliance requirements for all projects through the Control Point cycle.
  • Align the HSE management system with ISO 45001 certification requirements.
  • Act as the main point of contact for internal reporting of incidents.
  • Contribute to the preparation of HSE performance reports and dashboards.
  • Stay informed about changes in HSE legislation and support communication of updates to relevant teams.
  • Promote a positive safety culture by encouraging safe practices and reporting unsafe conditions.
  • Ensuring all project folders have correct legal documentation – key part of how we communicate with regulator
  • Working with the digital team to demonstrate our key performance indicators
  • Coordinating meetings of leadership forum and other key meetings and associated administrative duties.

Qualifications
Knowledge, Qualifications, Experience & Skills
Experience

  • 3-5 years experience in a health and safety role, preferably within infrastructure or construction environments.
  • Exposure to HSE Management Systems, Safe T Cert, OHSAS 18001, ISO 45001.

Skills

  • Excellent written communications and interpersonal skills are essential.
  • Excellent organizational skills with a positive, can-do flexible work attitude
  • Competent computer skills including MS Office, excel,
  • Willingness to learn and develop within the HSE field

Formal Education Qualifications

  • Minimum Level 8 qualification in a HSE related discipline
  • Enivornmental qualification or training is an advantage
  • Working towards a degree or higher-level qualification in HSE is an advantage.

Mandatory Practicing/Training/Compliance Certification
Professional Memberships

  • Ability to be flexible and adaptable to respond to changing demands.
  • Proficient in the use of MS Office tools,

Responsibilities: Support the Project management team and Site Health & Safety lead. Adherence to the project & Winthrop Safety Management system. Adherence to relevant Environmental, Health & Safety statutory provisions & legislation. Adherence to Winthrop Engineering & Contracting PSCS Environmental, Health & Safety Plans. Review Method statements, risk assessments, safe plan of action, permit to work. Compliance with the project execution plan. Good Safety Practices are managed & maintained. Ongoing C.O.S.H.H assessments, control of hazardous substances. Ensuring that safety interventions are completed & registered. Carry out regular site audits and inspection, document results and follow up on any corrective actions. Maintain records of statutory inspections make available for project activities, tool and plant. Adopt a Proactive approach to project EHS requirements. Ability to work either independently or as part of a team. Ensure project sub-contractors adhere to project & group EHS policies & procedures. Ensure that Winthrop Engineering and Contracting g induction & training is coordinated, managed & maintained. Compile & carry out Toolbox talks, as necessary. Assist or carry out accident investigation reports in a timely manner & ensure communication to Winthrop Engineering & Contracting project management. Welfare & Hygiene facilities are in place, managed & maintained. Attend Daily activity briefings and white board meetings. Waste reduction and recycling programmes are maintained in line with project policies & procedures.

DUTIES AND RESPONSIBILITIES

Supporting the Management & Construction Teams, you will be:

· To maintain close working relationship with the business teams to provide active assistance and advise to ensure the effective implementation of the Group Safety Management System.

· To participate in the appointment of competent persons to undertake key safety roles and work closely with managers and trainers to ensure their training needs are identified and provided.

· To ensure risk assessment processes and systems are established for ensuring production, approval, communication, implementation and monitoring

· To monitor for effectiveness, the procedures for the management of lifting operations, temporary works, inductions, fire and emergencies, permits and other bespoke procedures required for the safety execution of the works.

· To participate in setting up and maintaining safety committees.

· To contribute ideas to the team for the continued developed of the Company wide Safety Management System.

· To maintain an up-to-date knowledge of all health and safety matters relevant to the works and liaise with appropriate safety managers, safety organisations and trade associations.

· To ensure that accident and incident investigation is properly carried out to identify both immediate and underlying causes, actions to prevent recurrence and a robust defence of claims.

· To provide reports on health & safety performance to the relevant managers.

· Ability to communicate effectively with people at all levels within the construction industry community.

· Maintain professional and close working relationship with directors, contracts managers, project managers and site management teams.

· Promote Group health and safety abilities to staff and customers.

  • Ensure sub-contractor safety documents are produced and available on site, relevant and in accordance with best practice and current legislation

  • Support the site management in ensuring the records of statutory inspections are kept for all activities and plant equipment

  • Compile and communicate site emergency plans in conjunction with the site management team

  • Furnish safety reports to head office as required

TLI Group is looking to appoint a site-based HSQE Advisor in the Midlands region, with relevant experience, preferably in an HSE role within utilities or construction.

Main Purpose:-

Promote Safety, Health and Welfare throughout the organisation.

Management and implementation of H&S policies and procedures.

Liaise with the ESS Group managers and employees in the development of site-specific documentation to ensure compliance with Health & Safety Legislation.

Have the authority to stop work if there is an imminent safety hazard.

Specific duties will include:-

Culture

  • Promote Safety, Health and Welfare throughout the organisation. Ensure a positive group H&S culture exists where employees feel they can discuss or raise any issue in relation to Health and Safety and will be supported on any of the customer sites.
  • Provide H&S support as required to any employee, supplier or customer on any site that engages the services of the ESS Group.
  • Support management and duty holders in ensuring a proactive and systematic approach to managing health and safety.
  • Advise Management of their legislative obligations and the requirements of the ESS Group standards for safety, health and welfare.
  • Ensure a proactive consultation process exists between the ESS Group, all employees, customers and suppliers.

Compliance

  • Implement a Health & Safety Management System (ISO45001) in accordance with current Health & Safety Legislation across ESS group companies (includes multiple sites), employees, and customers.
  • Conduct H&S inductions and training for employees.
  • Carry out risk assessments where required to support both employee and clients, identifying potential hazards, consider how risks could be reduced and provide appropriate advice. This includes general assessments and also site-specific assessments on customer sites.
  • Identify, coordinate and issue personal protective equipment to employees.
  • Investigate accidents and incidents to full conclusion, implement and record corrective actions. Maintain a log of all accidents & incidents, including investigation details & outcomes.
  • Maintain a log of Supplier (including subcontractors) requirements & ensure all related documentation is available and maintained as up-to-date.
  • Maintain customer portals related to H&S registration and records
  • Complete internal audits as required and ensure all discrepancies are corrected in a timely manner.
  • Ensure the Safety Statement and associated documentation is accurate and revised annually.

Training

  • Co-ordinate H&S training delivery for employees including booking training sessions. Ensure training records and H&S Training Matrix are maintained and updated as required.

Communication

  • Organise H&S management meetings.
  • Complete Toolbox talks and presentations for health and safety matters and accident prevention. Develop safety bulletins and issue monthly.

Position Requirements:-

  • Degree/Diploma in Occupational Health & Safety, or similar qualification.
  • Minimum 3 years' H&S experience in an operational-, contracting-, or construction-related role.
  • Excellent communication and organizational skills.
  • Proactive, self-motivated, and willing to learn in a fast-paced environment. Ability to work on your own initiative and as part of a team.
  • Full driving license.
  • Proficient in Microsoft Office (Excel, Word, Outlook); experience with AutoCAD or CMMS software is a plus.
