About the Employer:
The Workplace Relations Commission (WRC) was established on 1 October 2015 under the Workplace Relations Act 20151 and is an Office of the Department of Enterprise, Tourism and Employment.
The WRC plays a vital role in Irish society in delivering fair and compliant workplaces and the non-discriminatory delivery of services. Its core services include the provision of mediation, conciliation, facilitation and advisory services, adjudication on complaints and disputes, the monitoring of employment conditions to ensure the compliance and enforcement of employment rights legislation, the provision of information, and the processing of employment agency and protection of young persons (employment) licences.
Functions of the WRC
The main functions of the WRC are to:
• promote the improvement of workplace relations, and the maintenance of good workplace relations through its Conciliation, Facilitation and Mediation Service;
• promote and encourage compliance with relevant employment legislation;
• adjudicate on first instance complaints submitted to the WRC;
• provide guidance in relation to compliance with Codes of Practice;
• conduct reviews of, and monitor developments in workplace relations generally;
• conduct or commission relevant research and provide advice, information and the findings of research to Joint Labour Committees and Joint Industrial Councils;
• advise the Minister for Enterprise, Tourism and Employment in relation to the application of, and compliance with, relevant legislation, and to
• provide information to the public in relation to employment legislation (other than the Employment Equality Act).
About the Role:
Opportunities now exist for suitably qualified and committed individuals to take up the role of Industrial Relations Officer (HEO Level) in the WRC, Department of Enterprise, Tourism and Employment. Vacancies currently exist in the Conciliation, Facilitation and Mediation Division and the Knowledge, Information and Advisory Services Division.
Conciliation, Facilitation and Mediation Division
The Conciliation, Facilitation and Mediation Division of the WRC is responsible for the delivery of an impartial, timely and effective suite of dispute resolution services following a breakdown in local level discussions, or in circumstances where the WRC believes it can assist both public and private sector organisations and their employees to find mutually agreed solutions, processes and or/structures to develop and maintain positive industrial relations and working relationships.
Knowledge, Advisory and Information Services Division
The Knowledge, Advisory and Information Services Division is responsible for, amongst other functions, the advisory services of the WRC. The Advisory Service works with employers, employees and their representatives, principally in non-dispute situations to promote, develop and implement effective industrial relations practices, procedures and structures that best meet the parties' needs.
About You:
Candidates must have on or before Thursday 16th of October 2025:
- A qualification at minimum Level 5 on the National Framework of Qualifications or NARIC Ireland foreign qualifications equivalent
and 2. a) A minimum of two years' experience working in the industrial relations/employee relations arena (mediation, negotiation, advisory and/or conciliation etc.)
OR b) A minimum of three years' experience working in a related field such as Human Resource Management, Communications or Employment Law.
Candidates must also:
Have sound knowledge of industrial relations practice, labour and equality legislation and employment law in Ireland
Demonstrate sound judgement, analytical thinking, flexible and innovative problem-solving and decision-making skills in rapidly evolving environments
Have strong leadership skills with the self-confidence to chair pressurised meetings with the capacity to engage, influence and work effectively and constructively with a broad range of individuals/groups
Have active listening and information gathering skills and the ability to adapt one's approach and communication style as required to each individual situation

Have strong information technology skills with competency in applications such as Word, PowerPoint and Excel and the ability to upskill and learn new applications/software as required

Have a current full driving licence (Category B), valid in Ireland, and have unrestricted access to a car for work purposes.

To lead the strategic development, implementation, and oversight of the Industrial Relations / Employee Relations (IR/ER) framework for a major railway engineering programme. This role ensures proactive management of workforce relations across a complex, multi-contractor environment, aligning with national agreements, union expectations, and client standards.
Key Responsibilities
Strategic Leadership
Develop and maintain the overarching IR/ER strategy for the programme.
- Lead the implementation of the ER Code of Practice across all Tier 1 contractors and supply chains.
Ensure alignment with Irish industrial relations frameworks and national agreements (e.g., CIJC, JIB).
Union Engagement
Coordinate programme-wide union forums (triannual) and site-level representation.

Job Summary
The Employee and Labor Relations Manager – Europe (France Focus) provides specialized expertise and operational support for associate and labor relations across the European region, with a particular focus on France. This role plays a critical part in fostering a positive, legally compliant, and fair workplace by proactively managing associate relations, ensuring adherence to labor laws, and maintaining constructive relationships with associate representative bodies.
The manager serves as the key liaison with the French Works Council (Comité Social et Économique – CSE), ensuring compliance with statutory consultation and information requirements.The role will also collaborate closely with HR, Legal, and business leaders to mitigate risk, promote organizational culture, and implement consistent people practices across Europe.
The role offers remote flexibility across Europe, ideally for candidates located in Ireland or the UK
Fluency in French and English, deep knowledge of French labor law and industrial relations, and the ability to operate effectively in a multinational environment are required.
Essential Functions
- Lead associate relations matters in France, including investigations, grievances, and conflict resolution
- Act as the key liaison to the Works Council (CSE), preparing documentation, coordinating consultations, and ensuring all statutory requirements are met
- Advise managers and HR partners on labor law, policy interpretation, and performance management
- Support organizational changes such as restructures, acquisitions, and workforce transitions, ensuring effective communication and compliance
- Deliver training for HR and business leaders on fair employment, labor law, and works council engagement
- Partner with EMEA and global HR teams to align people practices and share best practices across regions
Qualifications
- Bachelor's Degree required, Master's Degree preferred
- 7+ years of experience in HR, labor, or associate relations in a multinational environment
