Irish Cement Limited is a fully owned subsidiary of CRH plc and has manufactured cement in Ireland for over 85 years. The successful candidate will report directly to the Plant Manager and have responsibility for the following:

  • Drive awareness, engagement and improvement throughout the company in the areas of Health, Safety and Welfare.
  • Keep the company abreast of relevant developments in Health and Safety (Legislation, Guidelines and relevant Standards).
  • Monitor adherence to the safety policy through conducting regular safety audits and hazard inspections.

  • Maintain site and CRH safety Key Performance Indicators (KPI's).
  • Develop accident reduction and prevention programmes.
  • Create annual site safety initiative programme.

  • Coordinate the safekeeping of statutory records of examinations with respective departments.
  • Organise and deliver presentations, toolbox talks and manage transport safety audits.
  • Design, plan, conduct and /or coordinate and record appropriate health and safety training programs.
  • Maintain a continuous improvement Induction programme for ontractors, employees and visitors coming on site.
  • Continuously review Health & Safety Policy / Safety Statements and recommend revisions / amendments as appropriate.
  • Actively liaise with external bodies (e.g. HSA) and within the CRH group on health & safety matters.
  • Drive health and safety engagement and consultation across the site.

Essential Qualifications, Knowledge and Experience:

· Degree level qualification with a diploma or equivalent in Health and Safety.

· Minimum 5 years' experience in a similar H&S management role, preferably within the construction materials, quarrying, or heavy industrial sector.

· Knowledge of industrial processes and systems.

· Excellent communication skills, both written and verbal.

· Strong IT skills.

· Experience in ISO 45001 implementation and auditing.

· Ability to show leadership and management skills to meet business objectives while maintaining a safe working environment.

  • Make regular contact with site supervisors (the frequency may vary according to the changing risks) to receive information from monitoring of the health and safety performance.
  • Hold health and safety meetings with the site supervisors.
  • Ensure that equipment such as machinery and vehicles, are maintained in a condition safe to be used and if not, prevented from being used, keeping copies of records of all maintenance, statutory and insurance inspections.
  • Ensure that fire and other emergency staff are aware of and drilled in the emergency procedures.
  • Ensure adequate first-aid cover for all shifts and first-aid boxes are adequately stocked.
  • Ensure that safe systems of work (safe ways of working) are in place and that these are recorded and communicated as required.
  • Ensure suitable and sufficient Risk Assessments are in place and that these are recorded and communicated as required.
  • Ensure that all health and safety documents (such as the organization's Risk Assessments, Safe Systems, Plans and Procedures) are easily accessible and organized.
  • Assign responsibility for specific areas to supervisors, ensuring there is a clear understanding of their specific duties and responsibilities. To make a spot check, carry out planned inspections and submit written reports with recommendations and timescales for any required actions.
  • Maintain a training plan for all employees.
  • Review the health and safety performance of their department and submit a report to senior Management.

  • Coordinate emergency response planning and drills.

  • Training & Communication:

  • Deliver EHS inductions and ongoing training for contractors and staff.

  • Promote EHS awareness through campaigns, toolbox talks, and visual communications.

  • Monitoring & Reporting:

  • Track and report EHS metrics, KPIs, and performance indicators.

  • Maintain accurate documentation and records for audits and reviews.

  • Stakeholder Engagement:

  • Collaborate with construction teams, contractors, and Intel's global EHS network.

  • Act as a subject matter expert and advisor on EHS matters.

Qualifications

  • Recognised EHS qualification, ideally EHS Degree.
  • Minimum 2 years of experience in a construction EHS role, preferably on large-scale industrial projects.
  • Strong knowledge of Irish health & safety legislation and ISO standards.
  • Excellent communication, analytical, and problem-solving skills.
  • Ability to work independently and as part of a multidisciplinary team.

Preferred Skills:

  • Experience with EHS management systems and digital reporting tools.
  • Certification in First Aid, Manual Handling, or Fire Safety.
  • Familiarity with Intel's corporate EHS standards is a plus.

This role is to ensure that company EHSQ policies and procedures are fully implemented. You will be part of a growing and experienced team that works to ensure that health and safety standards are in place and adhered to at all times.

What You Would Do

  • Ensure compliance with all relevant legislation
  • Compiling RAMS for all projects and ensuring adherence to RAMS and task-specific SPAs.
  • Actively participate in the promotion of positive health, safety, quality, and environmentally conscious culture across the entire Group.
  • Investigate and follow up on all non-compliances, accidents incidents, and near misses.
  • Conduct regular reviews on corrective actions arising from all non-conformances.
  • Conduct site inspections weekly.
  • Ensure internal audits are completed regularly on projects, procedures, and sites.
  • Report on the EHSQ performance of project teams and subcontractors and make recommendations to ensure safe working conditions to EHSQ Manager.
  • Review all EHSQ related documentation submitted by contractors and sub-contractors.
  • Assist in the compilation of monthly, quarterly, and annual EHSQ reports including frequent memos and bulletins.
  • Collate accident statistics and undertake trend analysis.
  • Maintain professional and technical knowledge including gaining membership to IOSH, attending educational conferences, reviewing professional publications, establishing professional networks.
  • Create and maintain K&M document management system as appropriate to the role.
  • Assist in the development of EHSQ training requirements for all departments.
  • Assist in the development and rollout of various EHSQ training programs as required.

Qualifications

  • NEBOSH General Certificate or equivalent (essential).
  • IOSH membership (desirable).
  • Degree or diploma in Health & Safety, Environmental Science, or related field (preferred).
  • Knowledge of third-party accreditations (ISO 45001:2018, ISO 9001:2015, ISO 14001:2015, and Safe T Cert).
  • Experience in the building services, construction, or engineering sector.
  • Excellent organisational and communication skills.
  • Ability to work on own initiative
  • Driving license & Vehicle
  • Willingness to travel, this is requirement of the role

DUTIES AND RESPONSIBILITIES

Supporting the Management & Construction Teams, you will be:

· To maintain close working relationship with the business teams to provide active assistance and advise to ensure the effective implementation of the Group Safety Management System.

· To participate in the appointment of competent persons to undertake key safety roles and work closely with managers and trainers to ensure their training needs are identified and provided.

· To ensure risk assessment processes and systems are established for ensuring production, approval, communication, implementation and monitoring

· To monitor for effectiveness, the procedures for the management of lifting operations, temporary works, inductions, fire and emergencies, permits and other bespoke procedures required for the safety execution of the works.

· To participate in setting up and maintaining safety committees.

· To ensure risks to third parties / other contractors are understood and actioned.

· To contribute ideas to the team for the continued developed of the Company wide Safety Management System.

· To maintain an up-to-date knowledge of all health and safety matters relevant to the works and liaise with appropriate safety managers, safety organisations and trade associations.

· To ensure that accident and incident investigation is properly carried out to identify both immediate and underlying causes, actions to prevent recurrence and a robust defence of claims.

· To provide reports on health & safety performance to the relevant managers.

· Ability to communicate effectively with people at all levels within the construction industry community.

· Maintain professional and close working relationship with directors, contracts managers, project managers and site management teams.

· Promote Group health and safety abilities to staff and customers.

SKILLS AND EXPERIENCE

  • Advanced level – Microsoft Office (Word, Outlook, Excel and PowerPoint)
  • Strong organisational skills and ability to work on projects and events
  • Proven experience working within a highly confidential and or regulated environment
  • Able to demonstrate the highest level of attention to detail
