Resource Management Specialist

Waterford Intellectual Disability Association are currently recruiting for the post of Services Resource Specialist.

The Resource Specialist is responsible for optimising the personnel resources of the organisation. This includes overseeing the efficient and effective use of personnel, ensuring that staffing resources are used in an organised and cost-effective manner. The Resource Specialist must also develop and implement plans to improve the overall use of staff resources.

Salary Scale:

€32,297 to €51,103

WIDA is a community based voluntary provider of services for adults and children with an intellectual disability and/or autism in Waterford City and County.

WIDA is registered charity, with a voluntary Board of Directors, and is fully funded by the Health Service Executive.

Hours of Work:

Part Time - 5 days per week, 6 hours per day Monday to Friday

Essential Requirements:

The successful candidate must meet the following criteria.

  • Hold an honours degree in finance, business, accountancy, Human Resources, or some other relevant field.
  • Have a minimum of 5 years' experience in a voluntary intellectual disability provider.
  • Have a minimum of 5 years' experience of dealing withHSE, HIQA, TUSLA and other relevant regulatory bodies.
  • Demonstrated experience of resource management, with strong IT, budget management and administration skills.
  • Applicants must have a degree of flexibility as work at weekends and evenings may be required from time to time.
  • Full Driving Licence

Preferred Requirements

  • Masters level Degree in in finance, business, accountancy, Human Resources or some other relevant field.
  • Have a minimum of 7 years' experience in a voluntary intellectual disability provider.
  • Have a minimum of 7 years' experience of dealing with HIQA, HSE, TUSLA and other relevant regulatory bodies.

Specific duties include:

Creating and maintaining a real time inventory of personnel resources and their application throughout the company

Creation, maintenance and development of personnel rosters to facilitate the provision of compliant and efficient services to service users

Monitor, forecast and plan holiday and absence cover (planned and unplanned) to effectively use staffing budget.

Support managers in applying company absence policy up to and including disciplinary intervention.

Manage and minimise the use of agency staff

Providing reports to senior management as required

Monitoring resource utilisation and making changes where necessary

Developing and implementing strategies and plans to improve resource efficiencies

Analysing existing resource requirements and making recommendations to improve resource allocation

Advising managers on the use of personal resources to ensure resources are used efficiently

Assisting in the development of annual budgets.

Contribute to the development of IT systems and processes in your area of expertise.

Ensuring compliance with relevant regulations and policies.

Assisting the PPIM and DOS in provision of information and support for submissions and responses to HIQA, TUSLA, HSE etc.

Assist the development of WIDA services in line with social rights model of disability

Assist with operational/business matters including the development of business plans and budgets

Be proactive in the identification of future staffing requirements and provide details of staffing levels, rotas, etc required to determine budgeting requirements in consultation with the HR Manager

Ensure formal communication systems are in place in order that effective working relationships are developed and maintained in your area of responsibility.

Participate in the operation of the TMS HR Time and Attendance system within the area of responsibility.

Be familiar with human resources and health and safety legislation and regulation.

Be responsible for identification, documentation, and management of risk

Be fully informed regarding current developments and best practice for services for people with an intellectual disability; attend appropriate lectures, training and other courses as necessary and disseminate the relevant information to staff.

Encourage the development of staff skills, experience and provide support, direction and advice to staff as appropriate.

Participate in projects as required.

Any other duties appropriate to the appointment as assigned.

Our Environmental Management Assessment Teams:
Environmental Management
As a Graduate working in this team, you will assist in providing advice and support to clients, at each stage of the consenting process, through inception, optioneering, design, planning, construction and operation for infrastructure and development of all sizes and sectors.

Our Experts assess the social and environmental risks and impacts, devise solutions that address these impacts. You will be embedded in multidisciplinary teams and mentored by experienced Consultants, gaining exposure to real-word challenges and innovative solutions.

Day-to-day activities could include:

  • Performing professional-level tasks that contribute to project and service line goals.
  • You may be involved in creating content (for marketing), developing Project profiles, analysing competitor strategies, or presenting information to build your confidence and provide a range of experiences.
  • You may be required to collaborate with colleagues, communicate effectively (both written and verbal), and potentially manage your own time and projects.

Graduates joining our 2026 intake, could be involved in projects such as: Heathrow Airport, The Great grid upgrade, Sizewell C permits and consents and East Western Rail.

Environmental Consents – Project Management
We a looking to recruit Graduate Environmental Project Manager's to join our growing Environmental Project Management team to play a key role in multi-disciplinary environmental projects, supporting the Project Manager and Technical Lead to deliver projects safely, on time and within budget in a friendly and supportive environment.

Day-to-day activities could include:

  • Assisting the Project Manager in developing project management documentation including project. management plans, cost estimates and forecasts, risk registers, project schedules and stakeholder registers.
  • Scheduling meetings, taking minutes and tracking actions.
  • Monitoring project schedules and tracking progress.
  • Working with multi-disciplinary environmental project teams consisting of technical/professional staff and suppliers.
  • Assisting in the administration of supplier contracts.
  • Preparing invoices and tracking project spend.
  • Undertaking information management activities such as working in Common Data Environments.

Responsibilities
  • Develop and lead a global energy management strategy that aligns with ISO 50001, GE HealthCare's NetZero goals, and broader ESG commitments, ensuring consistent execution across all business segments and geographies.

Qualifications
  • Bachelor's or Master's degree in Engineering, Environmental Science, Energy Management, or related field.

  • Strong knowledge of ISO 50001, energy auditing, and GHG accounting.
  • Experience with energy modeling tools and data visualization platforms (e.g., Power BI).
  • Professional certifications such as CEM (Certified Energy Manager), LEED AP, or PMP preferred.
