Our Risk team
Monzo Europe is an Irish-based subsidiary of the Monzo Group which will, upon authorisation, be the base for Monzo's expansion as a bank into the European Union. We are looking for a Senior Operational, Technology and Outsourcing Risk Manager to provide independent oversight, challenge and advisory support on the effectiveness of our operational, technology, and outsourcing risk management practices across the EU. You will be a key member of the second line risk management team and work closely with senior stakeholders across the first line, technology, operations, and supplier operations to ensure risks are proactively identified, assessed, monitored, and managed in line with Monzo's risk management framework and appetite.
This role requires a proactive and strategic mindset, strong Information and Communication Technology (ICT), Security and Third Party risk management expertise, and a deep understanding of operational resilience and digital banking operations. This role reports to the Director of Operational Risk, Monzo Europe.
You'll play a key role by.
- Acting as the second line subject matter expert (SME) for operational risk, ICT and security risk (including cyber), and third-party/outsourcing risk.
- Providing effective oversight and challenge of first line risk and control self-assessments (RCSA), incident management and reporting, issue remediation and risk mitigation processes.
- Supporting the ongoing development and maintenance of our Operational Risk Management Framework (ORMF), policies, standards and associated ICT, Security and Third Party Risk Management policies and risk appetite metrics.
- Conducting second line assurance reviews and risk deep dives into critical operational and technology areas, providing actionable recommendations and insights.
- Reviewing and challenging the design and effectiveness of controls over key technology systems, digital infrastructure and outsourced service providers.
- Providing second line input into our technology and security strategies, business continuity planning, and third-party onboarding processes.
- Overseeing the implementation and testing of the digital operational resilience act (DORA) in the EU and ensuring compliance with applicable local regulatory standards.
- Partnering with supplier operations, legal, and technology and information security teams to assess third-party risk throughout the outsourcing lifecycle.
- Preparing operational, technology and third party risk reports and providing updates to relevant governance forums, including risk committees and senior management.

We'd love to hear from you if…
- You have 10+ years' experience in operational risk, technology risk or related roles in financial services, ideally within a digital or challenger bank.
- You have a deep knowledge of risk management practices, regulatory expectations, and industry standards related to operational, ICT and outsourcing risk.
- You have a strong understanding of digital banking technology, including cloud computing, cybersecurity, fintech integrations and data management.
- You have experience in evaluating and challenging risk and control environments, particularly in high-growth or fast-changing environments.
- You have a proven ability to navigate complex stakeholder landscapes and influence decision-making at senior levels.
- You have a detailed understanding of regulatory requirements such as EBA Guidelines on ICT & Security Risk Management, EBA Guidelines on outsourcing arrangements, DORA, Central Bank of Ireland Guidance on Operational Resilience, General Data Protection Regulation (GDPR), Payment Service Directive (PSD2/PSD3).
- You have experience conducting Business Impact Assessments (BIA) and scenario testing.
- You have strong analytical, problem-solving and project management skills.
- You have excellent stakeholder management and communication skills, with the ability to influence senior leadership.
- You have experience working with regulators and managing regulatory engagements.

Our Risk team
We are looking for a
Senior Manager, Technology and Operational Risk
in the second line of defence to provide independent oversight, challenge and advisory support on the effectiveness of our operational, technology, and outsourcing risk management practices across the EU.
You will be a key member of the second line risk management team and work closely with senior stakeholders across the first line, technology, operational resilience, and Third Party RiskOutsourcing to ensure risks are proactively identified, assessed, monitored, and managed in line with Monzo's risk management framework and appetite.
This role requires a proactive and strategic mindset, strong technology and Third Party risk management expertise, and a deep understanding of operational resilience and digital banking operations.
This role reports to the Director of Operational Risk, Monzo Europe.
You'll play a key role by.
- Acting as the second line subject matter expert for operational risk, technology (ICT and security risk (including cyber)), and third-party/outsourcing risk.
- Providing effective oversight and challenge of first line risk and control self-assessments (RCSA), incident management and reporting, issue remediation and risk mitigation processes.
- Reviewing and challenging the design and effectiveness of controls over key technology systems, digital infrastructure and outsourced service providers.
- Providing second line input into our technology and security strategies, business continuity planning, and third-party risk processes.
- Supporting the ongoing development and maintenance of our Operational Risk Management Framework (ORMF), policies, standards and associated ICT, Security and Third Party Risk Management policies and risk appetite metrics.
- Conducting second line assurance reviews and risk deep dives into critical operational and technology areas, providing actionable recommendations and insights.
- Overseeing the implementation of the digital operational resilience act (DORA) in the EU and ensuring compliance with applicable local regulatory standards.
- Preparing operational, technology and third party risk reports and providing updates to relevant governance forums, including risk committees and senior management.
We'd love to hear from you if…
- You have 8+ years' experience in operational risk, technology risk or related roles in financial services, ideally within a digital or challenger bank, or a pan-European firm.
- You have a deep knowledge of risk management practices, regulatory expectations, and industry standards related to operational risk, technology, operational resilience and outsourcing risk. (e.g. EBA Guidelines on ICT & Security Risk Management, EBA Guidelines on outsourcing arrangements, DORA, Central Bank of Ireland Guidance on Operational Resilience, General Data Protection Regulation (GDPR), Payment Service Directive (PSD2/PSD3)).
- You have a strong understanding of digital banking technology, including cloud computing, cybersecurity, fintech integrations and data management.
- You have experience in evaluating and challenging risk and control environments, particularly in high-growth or fast-changing environments.
- You are an ambitious risk professional ready to leave the constraints of legacy firms behind. This role places you at the cutting edge of technology and operational risk, challenging you to define the governance needed for our next-generation platforms.
- You have strong analytical, problem-solving and project management skills.
- You have excellent stakeholder management and communication skills, with the ability to influence senior leadership.
- You have a proven ability to navigate complex stakeholder landscapes such as working with regulators/managing regulatory engagements.

This role will be based in a Dublin office, however you will be expected to travel to Monzo's head offices in London from time to time.
