Below is a list outlining the main roles and responsibilities of a Procurement Manager within JCPS Mechanical. Please note that these duties include, but are not limited to, those specified here. · Responsible for all buying within JCPS Mechanical.

· Develop and implement procurement strategies that support organisational goals and ensure cost-effective purchasing.

· Source and evaluate suppliers, negotiate contracts and agreements, and maintain strong supplier relationships.

· Review job specs from engineers and procure the materials required at best price.

· Monitor and forecast upcoming levels of demand for services, products, and materials.

· Review and analyse purchase requests, ensuring high priority requests are actioned within agreed SLA's, approving P.Os to be issued by the team or actioning as required in line with company process and procedures.

· Negotiating Rebates with suppliers.

· Negotiate pricing, terms, and delivery schedules to secure optimal deals.

· Maintain accurate records of purchases, pricing, and other important data using procurement systems and tools.

· Ensure compliance with legal, regulatory, and ethical standards in procurement activities.

· Collaborate with internal departments to understand and anticipate procurement needs.

· Monitor supplier performance and resolve any issues or discrepancies in a timely manner.

· Report quarterly on procurement activity, cost analysis, and savings to Senior Management Team.

· Responsible for the HILTI system being used to track plant and fixtures, encouraging use with team and ensuring all items are tagged and accounted for.

· Responsible for the ordering and monitoring of IT equipment.

· Analyse the weekly PO report to identify where we can make savings.

· Track plant ordering on each site, to stop over ordering, report on wastage and savings that could have been made with more effective planning on site for orders.

· Responsible for company fleet strategy, purchase and disposal of vehicles with Contracts Director. Reviewing strategy to ensure we remain compliant and have a cost effective fleet.

· Over see all purchasing done by the team, stationary etc.

· Assist teams with securing the best price for their purchases eg PPE for Health and Safety

· Responsible for the purchasing and tracking of all marketing and company branded products ie; uniforms, notebooks, pens etc and creating strategies for these.

· Continuously seek process improvements and cost-saving opportunities.

About This Role

Role Purpose

The Procurement Manager (2-Year Fixed Term Contract) will provide essential capacity to support Coimisiún na Meán in meeting its procurement obligations under the Code of Practice for the Governance of State Bodies, as well as national and EU procurement requirements.

This role will help ensure that procurement activity is compliant, transparent, and delivers value for money in the expenditure of exchequer and levy-collected funds.

The role will also support project delivery, manage procurement demand, and contribute to the successful implementation of process and system changes, aligning procurement activity with the organisation's overall governance and strategic objectives.

About the Team/Division

The Procurement team currently consists of three roles: a Head of Procurement (Assistant Principal), a Procurement Manager (Higher Executive Officer) and a Procurement Officer (Clerical Officer). The team is led by the Head of Procurement who reports to the Director of Finance & Procurement.

The addition of the Procurement Manager (2 year fixed-term contract) role will support Coimisiún na Meán in meeting its procurement obligations. The role will report directly to the Head of Procurement.

Procurement sits within Coimisiún na Meán's Corporate Services Division, alongside Finance, Governance, People and Organisational Development, the Commission Secretariat, and International Affairs.

The mission of the Corporate Services Division is to ensure that Coimisiún na Meán is an agile, well-run organisation, with motivated and capable staff. The division will ensure that Coimisiún na Meán operates to a high standard of corporate governance, effectively and in accordance with the Code of Practice on the Governance of State Bodies and our governing legislation

Key Responsibilities

  • Ensuring that procurement transactions and decisions are fair, equitable, and provide value for money, and that all decisions and actions can be fully justified.

  • Assist in developing, managing, and implementing the Coimisiún na Meán Procurement Policy, template contracts, terms and conditions, and related procurement documentation and templates.

  • Monitoring spend and procurement activity within the organisation.

  • Managing tender processes, including development of specification in consultation with purchaser; publication of notice; responding to queries from potential suppliers; assessment of submissions; drawing up and providing feedback to suppliers; and execution of contract.

  • Negotiating and concluding contracts, and contract variations with internal stakeholders and external suppliers.

  • Bringing tender outcomes to Authority for ratification as appropriate.

  • Preparing for audits, implementing audit recommendations, and ensuring a satisfactory level of compliance.

  • Providing quality control, procurement advice and support to staff and management.

What We Need Help With

What We're Looking For

We're looking for a commercially astute and proactive procurement professional with 3–5 years' experience in FMCG, food manufacturing, or food retail supply chains. Responsibilities:

  • Ensure thorough MRP management, review and execution of purchase requisitions and purchase orders, vendor scheduling, inventory reporting and inventory positioning.
  • Manage assigned purchasing categories, including category analysis, creation of schedule agreements, PO conversion, and management of vendor queries.
  • Responsible for developing and maintaining best practice systems and procedures, coordinating and efficiently operating relevant aspects of the site's supply chain processes in line with corporate guidelines and procedures and best material management/ procurement practices.
  • Coordinate the team members assigned to his/her area of responsibility, namely in terms of recruitment, integration, training needs and performance management in accordance with the company's HR policies, in order to ensure all are aligned and motivated towards achieving Hovione's goals, values and culture by promoting their personal and professional development whilst maximizing productivity.
  • Ensure other departments are sufficiently trained on purchasing guidelines and SAP/MASQ approval process.
  • Work closely with other supply chain personnel and other key departments across the Group, namely HSE, Quality, Manufacturing, Technical Services and Engineering, to ensure high levels of customer service. If at site level, work closely with corporate purchasing and supply chain to ensure close links result in the needs of the site being met, developing contingency plans where appropriate to meet site Customer Service targets.
  • Liaise with internal customers to prepare weekly and annual purchasing and shipping schedules and ensure that targets are met.
  • Monitor production plans/ performance weekly and realign to ensure that the purchasing strategy fully supports both production and project targets.
  • Develop and report on KPI's for cost savings and continuous improvement where relevant.
  • Manage and rightsized the relevant suppliers' base in order to achieve the objectives of the Purchasing business plan in terms of financial performance, supplier quality, supply chain efficiency, security and sustainability.
  • Support the purchasing daily activities, for all relevant Hovione sites in order to accomplish the company's objectives. Implement at an operational level the defined Purchasing business plan, namely: supplier identification, interaction, negotiation and delivery terms definition, ensuring that all activities are done according to the Hovione's policies and procedures.

Requirements:

  • Typically requires 7+ years of relevant experience in complex and competitive industries, preferably in large corporations.
  • Experience in procurement management on a regulated, manufacturing plant. Knowledge of GMP.
  • SAP experience is mandatory.
  • 3+ years managing team members.
  • Experience in leading others in project context
  • Possess solid knowledge of procurement management principles and practices
  • Strong negotiation skills
  • Fluency in English is a requirement

Job Overview:
KDP Ireland is seeking an ambitious Manager to join its Global Procurement team and lead the strategic sourcing activities for selected packaging materials. The Manager will lead all aspects of supplier lifecycle management to cultivate value for the business in the form of cost reduction, risk mitigation, sustainability solutions, growth & innovation, enhanced quality, and improved service delivery. Additionally, the Manager will collaborate with team members, cross-functional partners and external suppliers to build robust category strategies that deliver business unit objectives.

Essential Duties And Responsibilities

  • Be Procurement's subject matter expert for selected direct material components
  • Leverage KDP Procurement's strategic category management framework to generate internal and external insights
  • Collaborate with key business partners to develop category strategies that meet the needs of the business units pertaining to Safety, Quality, Service, Sustainability, Cost, Innovation

The Procurement Manager is responsible for driving and delivering the procurement plan and activities in BT's Category Management, Strategic Sourcing & Proc. Business Partnering practice. This role develops and implements procurement frameworks, policies and procedures. This role holds strong relationships with key suppliers and internal stakeholders to ensure procurement competency and continuous value delivery.

What you'll be doing

Strategic

  • Accountable for supporting the business to create a strategy that then is translated into a sourcing strategy.
  • Build relationships with senior stakeholders (CXO level) across BT in all areas of HR and L&D.
  • Become an integral part of the annual planning and budgeting process with the business units to plan future requirements.

Operational

  • Execute the sourcing strategy.
  • Proactively identify synergies across BT's Global footprint to optimize services, minimize risks and reduce costs.
  • Collaborate with regional teams, execute and deliver category plans & sourcing activities.
  • Collaborate with internal and external stakeholders to deliver the business objectives and key transformational programmes. Provide professional leadership to internal teams.
  • Build and maintain category expertise, apply best practices around latest market developments
  • Agile way of working, managing different projects and priorities at good pace. Experience managing escalations.
  • Good knowledge of Ariba would be a plus

Activities

  • Manage and deliver category spend and performance, develop and deliver category plan and long-term values
  • Implement business improvements through optimising commercial, design and process levers that minimise the Total Cost of Ownership
  • Drive and deliver end-to-end sourcing projects including complex contractual and pricing models and corresponding approvals as per DoA
  • Develop and deliver policies and frameworks underpin products and service delivery
  • Collaborate with regional category teams, and ensure category plan implementation at a regional level
  • Manage relationships with key suppliers, negotiate commercial and contractual arrangements utilising the latest digital tools
  • Deliver business partnering services to key CFUs / CUs
You'll have the following skills and experience
  • Experience within the procurement function with financial services procurement experience, strong sourcing skills and the ability to collaborate and deliver through high performance teams
  • Expertise in relevant category, particularly around supplier capabilities, commercial models, product lifecycles and partner programmes
  • Demonstrates a track record of decision-making capability and deliver against key metrics
  • Strong relationship management skills & ability to influence decision making with senior stakeholders within a matrixed environment
  • Ability to manage complex, strategic and commercial requirements between BT and Suppliers, deliver projects and results on time and in full
  • Experience in business partnering and supplier relationship management
  • Demonstrates strong continuous improvement skills that exceeds expectations
