Background:

The purpose of this post is to assist the organisation to remain compliant with procurement rules and regulations, to improve effectiveness of the procurement function and to obtain best value from its procurements.

Basic Function:

The Procurement Specialist will have specific responsibility for procurement and will continuously review and improve procurement policies and procedures in Teagasc. They will provide expertise to the organisation on national and EU legal and regulatory requirements and will monitor procurement activity throughout the organisation to ensure compliance. They will co-ordinate procurement requirements within supply categories across multiple Teagasc locations, ensure appropriate competitive tendering is employed to secure best value from suppliers and assist in the management and implementation of contracts and of procurement systems. The role involves collaboration and negotiation at all levels within Teagasc, with external agencies and with our suppliers and potential suppliers tendering for Teagasc business.

Main Duties and Responsibilities:

  • Continuously review and improve procurement policies and processes in Teagasc in terms of efficiency, compliance and value for money.
  • Work with end-user representatives to develop strategies for the procurement of goods and services.
  • Co-ordinate and process procurement requirements within supply categories across multiple Teagasc locations and ensure appropriate competitive tendering is employed to secure best value from suppliers.
  • Provide expertise to the organisation on national and EU legal and regulatory requirements and ensure that evolving regulations are incorporated into the Teagasc processes in a timely manner.
  • Provide support to managers in Teagasc in preparing invitations-to-tender and evaluating tenders and negotiating with suppliers.
  • Implement and manage contracts and manage suppliers.

Qualifications

  • Candidates must have a Level 8 degree as recognised on the National Framework Qualifications (NFQ) in Procurement or another related discipline (for example, Business, Economics, Logistics, Supply Chain Management).
  • Candidates should have a minimum of 1 years' experience in procurement and contract management

Desirable

  • APICS / CIPM / IIPMM or equivalent qualification.

Morgan McKinley is delighted to be partnering with a leading national organisation in the arts and culture sector to recruit a Procurement Specialist.

As Procurement Specialist, you will be a key member of the Finance team, taking ownership of the procurement function across the organisation from managing tender processes to supplier engagement, contract oversight, and fixed asset management.

Responsibilities include but are not limited to:

  • Lead the end-to-end procurement process in line with EU and national public procurement regulations.
  • Develop and maintain organisational procurement policies, plans, and compliance frameworks.
  • Partner with stakeholders across the organisation to identify procurement needs and align with budgets.
  • Manage tender processes from preparation to contract award, including evaluation panels and supplier negotiations.
  • Oversee supplier onboarding, relationships, and performance monitoring.
  • Provide guidance and training to staff on procurement processes and compliance.
  • Manage fixed asset procurement, register, and disposal, ensuring compliance with CapEx approvals.
  • Support internal and external audits on procurement matters.
  • Promote ethical and sustainable procurement practices across the organisation.

Key requirements:

  • 3+years' experience in a procurement role, ideally with exposure to the public or not-for-profit sector.
  • Strong knowledge of EU and Irish procurement legislation.
  • Experience with finance and procurement systems and the eTenders platform.
  • Demonstrated ability to manage full tender processes end-to-end.
  • Excellent communication, stakeholder management, and problem-solving skills.

About the Role

As a Procurement Specialist, you'll support end-to-end supply chain and product operations, ensuring smooth execution, data accuracy, supplier coordination, and process efficiency. You'll play a key role in driving operational excellence and aligning stakeholders across multiple programs.

Key Responsibilities

  • Lead sourcing activities: manage RFx, supplier evaluation, commercial analysis, and onboarding.
  • Oversee the full purchase order (PO) lifecycle — from validation and placement to tracking and issue resolution.
  • Maintain high data integrity in SAP and ensure timely goods receipts, invoicing, and change order closure.
  • Collaborate with suppliers to ensure on-time delivery, resolve discrepancies, and support risk assessments.
  • Coordinate with engineering and manufacturing to validate BOMs, track production readiness, and implement process improvements.
  • Prepare performance reports and dashboards (OTD, QBRs, ad hoc).

Qualifications

  • Bachelor's degree in Engineering, Supply Chain, Business, or related field.
  • 5+ years of experience in procurement or supply chain management.
  • Proficiency in SAP (MM/SD), PLM, and ERP systems.
  • Strong analytical, problem-solving, and communication skills.
  • Experience with supplier management, process optimization, and cross-functional collaboration.
