Key Responsibilities

Senior Procurement & Contracts Manager
Our client is undertaking an ambitious transformation program designed to modernise operations, strengthen governance, and enhance service delivery.
To support its transformation goals, the organisation is seeking to appoint a
Senior Procurement & Contracts Manager
to play a pivotal leadership role within the central Procurement and Contracts function.
This is a strategic and high-impact role offering the opportunity to shape the organisation's procurement and contract management framework during a period of significant change.
The
Senior Procurement & Contracts Manager
will be responsible for leading major tender projects, managing complex supplier relationships, and driving value-for-money initiatives while ensuring compliance with national and EU procurement legislation
Working closely with the
Head of Procurement
and senior stakeholders across the organisation, the successful candidate will help to enhance procurement governance, strengthen commercial outcomes, and embed best practices across all procurement activities.
Key Responsibilities
- Lead the delivery of large-scale procurement projects and complex tender processes, ensuring strategic alignment and value for money.
- Develop and implement procurement strategies and category plans in accordance with legislative and organisational requirements.
- Ensure full compliance with Irish and EU public procurement law and internal purchasing policies.
- Provide expert guidance, coaching, and leadership to internal stakeholders on procurement and contract management.
- Oversee the contracts database and ensure effective monitoring of contract performance and renewals.
- Lead Supplier Relationship Management (SRM) activities for key suppliers, driving performance improvement and collaborative partnerships.
- Analyse procurement spend and supplier performance data to identify opportunities for cost savings, efficiency gains, and enhanced compliance.
- Prepare high-quality management reports on procurement activities, compliance, savings, and strategic outcomes.
- Contribute to organisational transformation initiatives and continuous improvement within the Procurement function.
Candidate Profile
Experience & Expertise
- Minimum 10 years' progressive experience in procurement, with at least 5 years in a senior management capacity within a complex or regulated environment.
- Demonstrated experience leading significant tendering and contracting processes within the public or semi-state sector.
- Proven track record in managing supplier relationships, developing procurement strategies, and delivering measurable value-for-money outcomes.
- Strong commercial acumen and experience in drafting, negotiating, and managing complex contractual arrangements.
- Deep understanding of Irish and EU public procurement legislation and governance frameworks.

Education & Professional Qualifications

Salary Range:

This role reports to the Procurement Engineering Manager.
Your role:
Working within a dynamic engineering change environment;
- Actively support New Product Introductions and engineering design change activities, to ensure optimization in terms of part design/manufacturing technology/supplier selection decisions.
- Promote the use of supplier innovation and Design for Manufacturing & Assembly (DfMA) into product designs through Early Supplier Involvement (ESI).
- Lead Design to Cost (DtC) and Value Engineering (VE) exercises with suppliers and Siemens engineering, to drive cost optimization.
- Conduct RfQ competitive exercises to identify lowest Total Cost of Ownership (ToCO) sources, to achieve the target costs for materials and products, based on defined commodity strategies.
- Implement supplier changes to reduce risk and costs, improve performance and optimize part/supplier sourcing.
- Collaborate with internal teams; procurement, R&D, manufacturing operations, quality & engineering in order to deliver product and supply base improvements, to meet business needs.
- Initiate and project manage major part resourcing activities, while assuring continuity of supply.
Your Expertise:
- Education: Engineering or related Science Degree - QQI level 8.
- Professional experience within a Procurement/Technical capacity, preferably within an electro-mechanical manufacturing environment. Manufacturing engineering experience an advantage.
- Understanding of best practices in ESI, DfMA, DtC, VE and Engineering Change management.
- Strong interest to develop experience in terms of suppliers, materials, technologies, and manufacturing processes.
- Established commercial mind-set with the ability to assess and conclude business decisions and agreements with suppliers.
Your attributes and skills:
- Understanding of various supplier manufacturing technologies and commodities, such as metal fabrication, metal machining, plastic molding, PCBA, cables, optics, and fluidics.
- Ability to influence supplier selection decisions at a Site and Strategic Procurement level.
- Proven negotiation and influencing skills with suppliers.
- Project management skills and the ability to initiate and lead supplier optimization projects on a cross-functional and cross-site basis.
- Problem solving, planning and analytical skills. Ability to collate and analyze large amounts of data for decision making.
- Excellent communications and interpersonal skills along with strong business writing skills and presentation skills.
- Self-directing, goal oriented and able to prioritize workload in an Agile environment.
- Team player who can build strong and influential relationships with internal stakeholders and external partners.
