We are seeking a Project Controls Manager to oversee the planning, scheduling, cost estimation, and risk management for major infrastructure programs in Ireland aimed at enhancing railway systems and operations. This multi-year project demands meticulous project control, schedule management, and progress tracking to ensure timely and within-budget delivery.
The successful candidate will be responsible for developing and maintaining project schedules, cost control systems, and risk management plans. They will also be managing design changes and coordinating with design teams to implement change control and maintain an issues log. Close collaboration with project managers, engineers, and suppliers will be essential to monitor and report on project performance, ensuring adherence to industry standards and regulatory frameworks.

Responsibilities:
- Develop and maintain integrated project schedules, ensuring alignment with the project’s overall milestones and deliverables
- Implement cost management systems to track budgets, forecasts, and expenditures, ensuring cost control processes are adhered to throughout the project lifecycle
- Establish and manage earned value management (EVM) processes to monitor and report project performance, including schedule and cost variances
- Conduct critical path and schedule impact analyses to identify potential delays or risks and recommend mitigation strategies
- Lead the risk management process, including the identification, assessment, and implementation of mitigation measures, and maintain the project risk register
- Monitor project progress by collecting, analyzing, and interpreting performance data, including key performance indicators (KPIs) and trends
- Manage the change control process under NEC4 guidelines, ensuring all changes are properly evaluated, tracked, and integrated into project schedules and budgets
- Prepare and present regular project controls reports, including dashboards, performance summaries, and trend analyses, to project stakeholders
- Collaborate with multidisciplinary teams, including engineers, contractors, and finance staff, to ensure project controls are effectively integrated into project delivery processes
- Support claims and dispute resolution by providing accurate and detailed project schedules, cost data, and analyses in line with NEC4 contractual requirements
- Ensure all project control activities comply with railway standards and local regulations, maintaining high levels of accuracy and transparency
- Host, run, and manage Schedule Risk Analysis platform/tool, coordinating with relevant project stakeholders
- Produce formal written progress reports covering safety, technical, program, and cost matters in accordance with DBs Project Reporting Procedure
- Carry out quality and safety audits on the project team
- Develop and implement document review/approval procedures at project inception
Qualifications
- Bachelor’s Degree in Engineering, Project Management, Construction Management, or a related field (Master’s Degree preferred)
- A minimum of 10 years of proven experience in project controls, planning, or scheduling within the railway sector
- Proficiency in project controls software such as Primavera P6 and Microsoft Project
- Excellent analytical skills, with experience in earned value management (EVM) and risk analysis
- Familiarity with railway infrastructure standards and local compliance requirements
- Exceptional communication and leadership skills, with the ability to work effectively with multidisciplinary and international teams
- Willingness to travel as per business and client requirements

Overview We have an immediate requirement for experienced Project Controls Manager. For this role, we need someone who has the capability to drive the project through the Stages of (1) Basis of Design (2) Detailed Design (3) Procurement (4) Construction (5) Commissioning (5) Hand-over/completion within the Project's time and cost control requirements. We currently have several significant pharmaceutical projects that will require a candidate with relevant experience i.e. who has seen large-scale (€100m +) projects through to completion. We have outlined responsibilities below but here are some key attributes that we are looking for i.e. someone who can: Manage stakeholder expectations Have the difficult conversations when needed with our Team and our client Foresee potential challenges and address them before issues arise Contribute to solutions Unblock the routine obstacles that inevitably occur on fast track projects Responsibilities Drive the project controls function i.e. (1) PM Fee Management (2) Project Capital Cost Management (3) Project Schedule Management (4) Project Accountancy Management and (5) Project Risk Management including management of the Project Controlling team to execute the project. Oversee the on-site Planning Team Track data for budgets, contracts, change orders, trends and actual costs. Help to lead a team who directly support project delivery to establish a unified and high standard of data outputs. Overview At PM Group Cork, we have a dedicated Project Controls Department and due to new projects we are looking for a Project Controls Manager. We currently have several significant pharmaceutical projects that will require a candidate with relevant experience i.e. who has seen large-scale (€100m +) projects through to completion. For this role, we need someone who can drive a large-scale project successfully through all project stages within the time and cost control requirements. We have outlined responsibilities below but here are some key attributes that we are looking for i.e. someone who can: Manage stakeholder expectations Have difficult conversations when needed with our Team and our client Foresee potential challenges and address them before issues arise Contribute to solutions Unblock the routine obstacles that inevitably occur on fast-track projects Responsibilities Drive the project controls function i.e. (1) PM Fee Management (2) Project Capital Cost Management (3) Project Schedule Management (4) Project Accountancy Management and (5) Project Risk Management including management of the Project Controlling team to execute the project. Oversee the on-site Planning Team Track data for budgets, contracts, change orders, trends and actual costs. Help to lead a team who directly support project delivery to establish a unified and high standard of data outputs. Ensure regular and timely reporting of the projects progress and advise of any conditions that would affect timelines or costs. Promote open communication and collaboration between all parties to ensure that projects are completed with minimal disruptions and delays. Ensure that management of change is applied efficiently, capturing all changes that have a schedule and cost impact on the work-scope. Ensure planning and managing of all discipline aspects of the change control process. Understand construction and CQV related engineering procedures & interfaces and ensure that these are reflected in project controls deliverables. Lead the project on all areas of Project Controls Overview Project Risk Management & Mitigation Planning Overview Project Financial Management regarding PO Management, Cashflow and Accruals Qualifications At least 20 years experience in Project Controls roles ideally in a pharma environment (but not essential) Demonstrated significant senior-level experience in cost control and management, performance measurement and project scheduling. Ability to interpret construction contractual documents and contract modifications. Have undertaken multiple projects within the Life Sciences, or Food, Mission Critical & Data-Centres, etc. Excellent organisational skills with an ability to produce accurate work to project deadlines. Excellent interpersonal and communication skills. Please note that if successful, you can be based at our Cork or Dublin office. (Hybrid working pattern). Why join PM Group?
