Role Purpose

The Project Engineering Health & Safety Manager will ensure the safe delivery of all capital projects within a highly regulated biopharmaceutical and medical device environment. This role is responsible for leading health, safety, and environmental (HSE) initiatives across projects, managing contractor compliance, and embedding a proactive safety culture. You will play a key role in protecting people, assets, and operations while supporting the successful execution of complex engineering projects.

Responsibilities

• Lead and maintain the Health, Safety & Environmental (HSE) Management System for capital projects.
• Ensure compliance with PSCS/PSDP requirements, regulations, and corporate HSE standards.
• Oversee contractor safety performance and review project RAMS and safety plans.
• Conduct risk assessments and safety reviews, including HAZOP, HAZID, and process safety evaluations.
• Lead incident and near-miss investigations, implementing corrective actions and sharing lessons learned.
• Conduct safety audits and inspections, ensuring timely closure of findings.
• Deliver safety inductions, toolbox talks, and training to employees and contractors.
• Support integration of technical safety principles, including ATEX, machinery, and electrical safety, into project design and execution.
• Track, analyse, and report HSE performance metrics to project teams and leadership.
• Promote and embed a proactive safety culture across all project stakeholders.

Qualifications and Experience

• Third-level qualification in Health & Safety or a related discipline.
• Minimum of 5 years' experience in a PSCS or similar safety leadership role within construction or engineering projects.
• Proven experience managing safety in regulated industrial environments (pharmaceutical or biotech experience an advantage).
• Strong understanding of PSCS/PSDP regulations and HSA guidelines.
• Proficiency in EHS reporting systems and data-driven performance management.
• Excellent communication, organisational, and leadership skills.
• Additional certifications such as IOSH, CIF PSCS Training, Manual Handling Instructor, or First Aid are advantageous.

Business Project Managers to lead highimpact programs in manufacturing and supply chain operations driving operational excellence scaleup and commercial readiness

Overall this role requires project governance driving crossfunctional teams to help bring their Athenry facility to commercial readiness interacting with production planning and procurement to help define logistics of SKU changes and inventory planning and managing equipment design development and qualification to build product at internal and external manufacturing locations The Business Project Managers will lead crossfunctional ops teams and collaborate with stakeholders to drive business needs

As a Business Project Manager

Provide program leadership for complex crossfunctional operations projects from inception through commercialization

Drive commercial readiness for the Athenry facility including new equipmentmouldsautomation qualification implementation and technology transfers

Lead production scaleup of products and processes including Change Order Plan COP closure and FDA filing support where required

Partner across technical teams mechanical process electrical automation software and business functions manufacturing procurement logistics facilities EHS quality regulatory finance IT in a highly matrixed environment

Collaborate with suppliers and external manufacturing partners to ensure successful project delivery

Establish and execute project strategies schedules and resource plans anticipating risks and driving mitigation

Ensure compliance with medical device regulatory standards FDA ISO EU MDR GMP

12 years experience in project or program management within manufacturing engineering or supply chain medical devices pharma or hightech strongly preferred

Demonstrated success managing technical projects and crossfunctional teams

Knowledge of automation equipment qualification and manufacturing transfer

Strong grasp of regulated change control product development processes and design control

• Create comprehensive construction schedules for client baseline approval and update impacted schedules as needed post-baseline.
• Guarantee precision and prompt updates to the construction schedule.
• Perform thorough schedule health assessments before baselining to ensure accuracy, integrity, and critical path verification.
• Allocate resources to schedules, generating and monitoring relevant KPIs.
