Key Responsibilities
- Managing the credit control function across a portfolio of commercial properties

- Issuing statements of account and ensuring timely collection of receivables

Overview of the Role
The Buildings Officer Grade 7 will work in a flexible team in the Building and Property Management Unit under the direction of an Assistant Principal Officer. They will play a strategic role in supporting and developing the Further Education and Training (FET) buildings functions within DDLETB with a key focus on facilitating the delivery of the most effective solutions for our students, learners & staff through the strategic development & professional management of our property portfolio & buildings projects.
Duties and Responsibilities
- Identify critical projects for capital funding, produce initial project brief & scoping documents and prepare submissions to the relevant bodies based on same.
- Supervise Professional Service Providers and Contractors to ensure their compliance with the project brief, Planning and Development Act, Building Control Act, Fire Services Act, Health and Safety Act, Building Regulations and Department of Education's TGDs.
- Lead project management works being undertaken directly by DDLETB Building and Property Management team.
- Provide technical guidance and recommendations on issues relating to all works being undertaken by the Buildings and Property Management team.
- Develop a strong working relationship with stakeholders in relation to all building related matters ensuring that the DDLETB needs are represented.
- Assist the Head of Buildings & Capital Projects in the delivery of Key Performance Indicators (KPI's) appropriate to the Buildings and Property Management team projects within DDLETB.
- Assist the Head of Buildings & Capital Projects in the production and revision of Standard Operating Procedures (SOP's).
- Assist in the implementation and delivery of a Planned Preventative Maintenance Programme for all DDLETB Buildings, incl. but not limited to the maintenance on life safety systems, mechanical systems, heating and electrical systems and roofs.
- Responsible for the ongoing management of DDLETB's administrative head office. To include ongoing liaison with management company and ensure the building is up to date with all necessary fire and health & safety regulations. Supervision of building works and sign off on maintenance & inspection regimes.
- Support DDLETB in engagement with procurement initiatives while ensuring a consistent DDLETB wide approach in accordance with all statutory requirements.
- Assist in gathering all necessary financial and statistical information on DDLETB building projects.
- Attend building team meetings and communicating regularly on project status and timelines.
- Assist DDLETB in pursuing a sustainability agenda with a focus on achieving our 2030 climate targets.
- Engage with programme funding agents and act as DDLETB's representative.
- Advise DDLETB on current Health & Safety Regulations, Building Regulations and best industry practice.
- Assist and advise DDLETB in relation to the establishment of suitable facilities management functions.
- Any other duties appropriate to the post as may be assigned from time to time.
Essential Qualifications and Skills
- Have a degree equivalent to level 7 or higher on the National Framework of Qualifications in a relevant discipline or as may be considered appropriate, for example, Architecture, Civil Engineering, Construction Management, Electrical Engineering, Mechanical Engineering, Building Services etc.
- Have a minimum of 5 years' post qualification experience of an organisation engaged in significant building projects and project management.
- Display a good understanding of building regulations and public sector procurement.
- Demonstrate a high level of ICT literacy including a proven ability to apply technology in the workplace and manage information in a shared system.
- Be a self-starter capable of working on their own initiative with strong multitasking capability and flexibility.
- Excellent planning and organisational skills with the ability to prioritise tasks effectively in a dynamic and pressurised environment.
