The Power Plant HSE Manager will be responsible to maintain full Power Plant compliance with the aim for best practice. Define, create and drive HSE site strategy, coordinate customer demands, manage operational HSE needs and as the project HSE face, to lead by example in all aspects of operation with a positive influence on the HSE culture. Strategic thinker with a practical application of safety principals.
Success in this role at Company will depend on: The ability to maintain safe operations at the Power Plant and to also develop strong professional relationships with the client, client representatives and contract partners to establish common safety goals.
Key responsibilities, accountabilities and decision ownership:
- Coordinate the preparation of the project HSE Plan, O&M Phase Plan, Environmental Management Plan, Waste Management Plan.
- Along with the Project Manager and Head of HSE to support with the Regulator, including Local Authority, And Garda Siochana and Environmental Agency.
- Regularly interface at a high level with the Client and other stakeholders (JV partners or other).
- Develop and maintain close working relationships and communication with the Principal Designer.
- Coordinate any necessary HSE procedures, instructions and documentation.
- Lead and facilitate with the Project team all aspects of Health, Safety and Environment in accordance with Contract requirements, Site HSE Management System, project's initiatives planning and updated regulation.
- Carry out planned site HSE audits to monitor the compliance with the HSE standards and the implementation of necessary measures to eliminate risk, HSE deviations and non-conformities. Presentations to the site team to share lessons learned to prevent reoccurrence. Persistent issues to be escalated to the Head of safety along with a proposal for swift resolution.
- Support the Sales team on HSE requirements for tenders.
- Participation in meeting related to HSE with potential Clients. Positive HSE attitude to be displayed.
- Actively participate in meeting with the client demonstrating an enthusiastic, positive and clear approach to HSE mirroring the key corporate values.
- Participate in meetings with the Project Management team. Share innovations, best practice and high-level issues identified on site.
- Monitors Project HSE KPI and ensured timely monthly delivery to the Head of HSE.
- Coordinate and prepare HSE reports for Head Office.
- Ensure the Head of HSE has full visibility and understanding of all reportable events, corrective actions and agreements.
- Actively promotes ownership, accountability and integrity as primary behavioural drive values.
- Inspires trust by demonstrating openness and honesty, behaving consistently and living up to commitments. Holds self and others accountable for living the corporate HSE Principles.
- Prioritize major hazards and risks across the plant to ensure effective actions are taken to mitigate or eliminate risks with particular emphasis on all High-risk activities (HRAs), vehicle people interfacing and general housekeeping.
- Heads incident investigations for EHS and environmental incidents and participates in the management review of all serious incidents. Final report review and lessons learner washout meeting will be coordinated with the Head of EHS and other projects which can benefit from the findings.
- Hold responsibility and accountability for their Team.
- Make regular contact with site supervisors (the frequency may vary according to the changing risks) to receive information from monitoring of the health and safety performance.
- Hold health and safety meetings with the site supervisors.
- Ensure that equipment such as machinery and vehicles, are maintained in a condition safe to be used and if not, prevented from being used, keeping copies of records of all maintenance, statutory and insurance inspections.
- Ensure that fire and other emergency staff are aware of and drilled in the emergency procedures.
- Ensure adequate first-aid cover for all shifts and first-aid boxes are adequately stocked.
- Ensure that safe systems of work (safe ways of working) are in place and that these are recorded and communicated as required.
- Ensure suitable and sufficient Risk Assessments are in place and that these are recorded and communicated as required.
- Ensure that all health and safety documents (such as the organization's Risk Assessments, Safe Systems, Plans and Procedures) are easily accessible and organized.
- Assign responsibility for specific areas to supervisors, ensuring there is a clear understanding of their specific duties and responsibilities. To make a spot check, carry out planned inspections and submit written reports with recommendations and timescales for any required actions.
- Maintain a training plan for all employees.
- Review the health and safety performance of their department and submit a report to senior Management.
- Ensure accidents, illnesses and dangerous occurrences investigations are carried out and reported to the Enforcement Authority, Insurer, and senior Management as required. In conclusion, an action plan, with clear recommendations, and timescales to prevent a reoccurrence may be required.
- Demonstrate, promote, and encourage a positive attitudes and behaviours to develop and maintain a positive safety culture.
- Where required, to undertake drugs and alcohol sample collection during induction and/or random testing.
- Assist other projects as directed by the Head of HSE.
Core competencies, knowledge and experience:
- Excellent knowledge of HSE legislation.
- Excellent HRA (High Risk Activity) Identification skills
- More than 5 years of experience in a health safety and environment managerial role.
- Facilities Management processes for Operations of Power Plants.
- High degree of knowledge regarding intrinsically safe system of works methodologies. Permit to work systems, (LOTO) Lock out Tag Out application and monitoring of processes of mechanical and electrical system including control of ATEX zones.
- Excellent use of English (written & spoken), additional language will be considered as an asset
- Excellent communication skills demonstrating respect for others, responsibility building and integrity in all aspect of life.

Must have technical / professional qualifications:
- NEBOSH General Certificate as a minimum

* To take the lead for health and safety related topics in support of the network's agenda to achieve maintain and monitor compliance with the Health and Safety Authority's legislative requirements, and HIQA, JCI & CHKS Standards.
* Provide honest, transparent, independent reports of adverse incident investigation findings including recommendations and learning points to reduce the risk of recurrence.
* Audit and review the Health and Safety performance of the organisation in preparation of the annual report and formulate an action plan with the Director of Governance and Compliance.
* Actively promote the quality of Health and Safety systems and processes through a proactive reinforcement.
Accident/Investigation
* Scrutinise Incident Reporting forms for staff, patients and visitors; and make a decision on to what action is appropriate in each case through the UPMC Q-Pulse system.
* Maintain a strict confidentiality with respect to incident reporting and investigation.
* Support managers in the investigation of incidents throughout the network especially where expert Health and Safety advice is required.
* Prepare and review the general Health and Safety statement and other health and safety sub policies. Ensuring the policies adhere and comply with relevant and up to date legislation to be the basis for the trusts processes and procedures and legal compliance.
* Rewrite policies when required by legislation, change in process or following accident/incidents.
* Accountable for all the above changes and the timely communication through various channels to embed the new practice and process and to remain legally compliant.
Service Delivery & Development
* Evaluate health and safety performance throughout the network to identify areas of risk. Develop and implement a plan to promote and improve best practice.
* Carry out trend and gap analysis and provide advice and recommendations to relevant committees and senior managers regarding health and safety risks by conducting audits and inspections.
* To take responsibility for improving the management of Health and Safety of the UPMC network by developing, training and improving procedure and compliance and to provide guidance for and the delivery of training in health and safety-related topics.
* Prepare and deliver Health and Safety Awareness and legal responsibilities Sessions and Courses for all Managers and service leads.
* Design, plan, implement and evaluate health and safety learning and development programmes both face to face and e-learning and Participate in Health and Safety induction programmes for new starters taking into account changes in legislation and new advances in equipment.
Governance
* Undertake regular Internal Health and Safety Audits and inspections of wards and departments within the network, through the application of the environmental audit which focuses on specific Health and Safety topics, and document relevant corrective actions.
* Take an analytical approach on information gathered from audits and inspections and act on findings.
* Conduct audit analysis and produce complex audit reports on the trust environmental audits and recommend remedial actions on any deficiencies highlighted.
Patient/Customer Service
Assist with the development of systems and procedures for reducing staff absence through provision of proactive risk reduction measures, early intervention and rapid referral facilities for staff.
Participate in the development of the organisation's wellbeing and emotional resilience programmes
Work with key stakeholders in the identification and development of health surveillance and systems and arrangements for staff wellbeing.
Qualifications & Experience:
- Proven experience working in a health and safety capacity in a complex environment, minimum 5 years with 2-3 years in a Senior Leadership position.
- Health and Safety experience within healthcare.
- Professional certifications (NEBOSH, IOSH (CMIOSH), or equivalent) IOSH qualification
- Diploma and other relevant H&S qualifications.Bachelor's degree in occupational health and safety, Environmental Science, or a related field.
- Masters/Postgraduate desired
- Strong knowledge of Irish health and safety regulations
- Excellent communications skills and ability to work well with a wide range of people
- Drive and enthusiasm with the ability to promote a positive Health and Safety culture
- Commitment to continuous professional development
- IT literate
- Strong written and verbal communication e.g. report writing, briefings, and presentation skills

We are seeking an experienced Health & Safety Advisor. The company manufactures high-quality products for the pharmaceutical and medical device markets.
Reporting to the Site Lead and Regional HSE Manager, you will play a key role in driving health, safety, and environmental standards, ensuring regulatory compliance, and fostering a strong safety culture.
Key Responsibilities:
- Ensure site compliance with current HSE legislation, best practices, and internal standards.
- Manage and review Risk Assessments (RAs) and Safe Working Operating Procedures (SWOPs).
- Deliver site inductions and HSE training for new staff, contractors, and visitors.
- Lead incident reporting and investigation processes, including root cause analysis and corrective actions.
- Conduct regular internal audits and safety inspections, maintaining HSE records and documentation.
- Coordinate the site safety committee and manage HSE communications, including KPI reporting.
- Oversee PPE inventory and support site teams in hazard identification and risk mitigation.
- Contribute to the ongoing development and monitoring of the site safety plan.
Requirements:
- Relevant HSE qualifications (e.g., IOSH/NEBOSH).
