**Title and Summary**
Manager, Learning & Development
Overview: The Program Manager, Learning and Development (L&D) is responsible for planning, executing, and overseeing L&D programs that support the strategic objectives of the organization. This role requires a dynamic individual skilled in program management, stakeholder engagement, curriculum design, and process improvement, with a passion for fostering employee development. The ideal candidate will be adept at managing multiple L&D initiatives simultaneously, ensuring they are completed on time, within budget, and meet the needs of the organization.
Role and Responsibilities:
Curriculum Design:
Engage with key stakeholders to gather learning needs, program requirements, timelines, and strategic outcomes.
Lead the design and development of engaging and effective learning programs that address those needs.
Work with Learning Designers to envision and design learning programs that are aligned with strategic objectives, showcase L&D best practices, and are delivered through appropriate learning modalities (e.g., in-person, virtual, e-learning).
Ensure learning programs incorporate feedback and adapt to changing organizational needs.
Program Planning and Execution:
Develop comprehensive project plans for L&D programs/initiatives that align with organizational needs, timelines, resources, etc.
Coordinate cross-functional teams, including learning designers, delivery specialists, admins, and subject matter experts, to ensure effective and efficient program execution.
Monitor and track program progress, adjusting plans as necessary to meet targets.
Stakeholder Management:
Provide updates and ensure alignment with program objectives.
Serve as the primary point of contact for all program-related inquiries and communications, fostering strong relationships with internal and external partners.
Resource Management:
Identify and allocate resources necessary for program execution, including budget management and resource scheduling.
Manage program budgets, ensuring financial objectives are met and resources are utilized efficiently.
Risk Management:
Identify potential risks and develop mitigation strategies to minimize impact on program delivery.
Monitor and report on program risks, implementing corrective actions as needed.
Quality Assurance:
Ensure that all L&D program deliverables meet the required quality standards and specifications.
Implement continuous improvement processes to enhance program performance and outcomes.
Data Analysis and Reporting:
Collect and analyze program data to evaluate performance, identify trends, and inform decision-making.
Prepare and present detailed reports on program status, outcomes, and areas for improvement.
Benchmarking and External Insights:
Benchmark L&D programs against industry best practices and emerging trends.
Bring external insights and suggestions to enhance the effectiveness and innovation of L&D initiatives.
Process Improvement:
Evaluate existing L&D processes and workflows, identifying opportunities for improvement.
Implement best practices and innovative solutions to enhance program efficiency and effectiveness.
Team Leadership:
Provide guidance, support, and leadership to program teams.
Foster a collaborative and high-performance team environment.
Skills and Qualifications:
Educational Background:
Advanced degrees or certifications in project management (e.g., PMP, PgMP) or L&D (e.g., CPLP) are preferred.
Experience:
Proven experience in program or project management, with a track record of successfully delivering complex L&D projects.
Experience in curriculum design and instructional design, creating engaging and effective learning experiences.
Experience managing cross-functional teams and working in a matrix organization.
Technical Skills:
Proficiency in project management software and L&D tools (e.g., LMS, authoring tools such as Articulate).
Strong analytical skills with the ability to interpret data and make data-driven decisions.
Soft Skills:
Excellent communication and interpersonal skills, with the ability to engage and influence stakeholders at all levels.
Strong organizational skills, with the ability to manage multiple priorities and projects simultaneously.
Problem-solving mindset with the ability to think strategically and execute methodically.

The Role
Proofpoint is seeking an Instructional Designer, Learning & Development within our HR organization, to create and deliver engaging, effective, and scalable learning solutions that support People and Culture initiatives and employee development programs. This role focuses on designing programs and resources that enhance leadership capabilities, career development, talent management, and organizational effectiveness, rather than technical product training.
This position requires flexibility to work across time zones and collaborate with stakeholders in EMEA and the Americas. The ideal candidate will have strong instructional design expertise and the ability to align learning solutions with business and talent development goals.
Your Day-to-Day
+ Design and develop a variety of learning materials, including e-learning courses, instructor-led training, virtual training, job aids, and performance support tools.
+ Collaborate with global stakeholders to assess training needs, gather content, and ensure alignment with business objectives.
+ Develop scripts, storyboards, and prototypes, leveraging modern instructional design principles (e.g., ADDIE, SAM).
+ Utilize e-learning tools like Articulate 360, Adobe Captivate, or similar platforms to create engaging and interactive content.
+ Adapt learning solutions to meet the diverse needs of a global audience, ensuring cultural sensitivity and relevance.
+ Evaluate training effectiveness through feedback, assessments, and performance metrics, making iterative improvements as needed.
+ Manage multiple projects simultaneously, maintaining flexibility to accommodate time zone differences and stakeholder availability.
+ Stay updated on trends in instructional design and learning technologies, incorporating best practices into learning solutions.
+ Maintain documentation and version control of all learning materials for future reference and scalability.
What You Bring to the Team
+ Bachelor's degree in Instructional Design, Education, Learning Technology, or a related field.
+ Experience in instructional design or e-learning development, preferably in a global or cross-cultural environment.
+ Proficiency in e-learning development tools such as Articulate 360, Adobe Captivate, or Vyond.
+ Familiarity with learning management systems (LMS) and SCORM/AICC standards.
+ Strong project management skills with the ability to manage competing priorities.
+ Excellent communication skills, both written and verbal, with the ability to collaborate across diverse teams and time zones.
+ Cultural awareness and adaptability to design solutions for global audiences. Knowledge of adult learning principles and instructional design methodologies.

**Responsibilities**
Training Strategy & Governance
+ Develop and implement a site-wide training strategy aligned with the sites transformational journey and regulatory expectations.
+ Lead the training workstream for audits and inspections, ensuring readiness and documentation compliance.
+ Maintain and improve training SOPs, policies, and governance structures.
+ You will partner with functional leaders to proactively develop new competencies, ensuring that teams can effectively adapt to evolving business conditions.
Compliance & GMP Training
+ Oversee delivery and tracking of GMP, Safety, and Compliance training.
+ Ensure training records are audit-ready and aligned with regulatory standards.
+ Partner with Quality and Operations for training effectiveness assessment and gap closure.
New Hire & Role-Based Training
+ Design and manage onboarding programs for new hires, ensuring timely and effective integration.
+ Coordinate role-specific training plans in collaboration with department leads and SMEs.
Leadership & Capability Development
+ Support the development and delivery of leadership training programs.
+ Partner with external vendors to design and deliver high-impact learning experiences, tailored to the needs of the site transformation roadmap.
+ Promote upskilling initiatives for staff.
Learning Systems & Analytics
+ Manage the Learning Management System (LMS), ensuring accurate data and reporting.
+ Analyze training metrics to ensure inform decision-making and continuous improvement.
+ Support training grant administration and reporting in collaboration with IDA Ireland and other relevant bodies.
Qualifications & Experience
+ Bachelor's degree in Life Sciences, HR, Education, or related field
+ Strong experience in Learning & Development, preferably in a regulated environment.
+ Ability to lead cross-functional teams and manage change initiatives.
+ Proven experience managing training programs in GMP-compliant settings and interacting with external regulatory agencies.
+ Proficient with LMS platforms and familiar with IDA grants or similar funding.
+ Familiarity with IDA training grants or similar funding mechanisms
+ Proven experience in leading the design and implementation of site-wide training strategies that align with organizational goals and regulatory requirements.
**Skills & Competencies**
+ Strong knowledge of GMP, regulatory compliance and audit readiness.
+ Excellent communication, facilitation, and stakeholder management skills.
+ Strong interpersonal and communication skills, with the ability to build relationships and influence at all levels of the organization
